The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:
The Construction Specialist I manages the Ordnance Operations Directorate facilities pest management program to include rodent and vector control. This position is also responsible for researching data, compiling and preparing layouts for the development of contracted work and in-house projects. Occasionally may act as a job site liaison, ensuring quality control of miscellaneous construction projects. Performs duties, at times, in the vicinity or support of Department of Corrections assigned personnel.
The Construction Specialist I performs work within the Ammunition Storage Area (ASA) which will place the individual within the Explosives Safety Quantity Distances (ESQD) Arc of a Potential Explosion Site (PES).
Job Duties:
Responsibilities include: Performs pest management duties to include rodent and vector control. Inspects facilities for repairs and/or modifications. Inspects work areas to determine any problems or hazards to work functions and takes appropriate actions to resolve. Performs construction related work as required to support other trades and/or building maintenance personnel. Takes field measurements, develops rough sketches, confers with contracts, engineers, calculates man-hours, equipment and material costs for proposed projects as needed. Inspects work in progress and completed, by site inspections. Prepares reports of findings to include recommendations and maintains a report of materials used, man-hours expended. Participates in discussions and problem solving. Gathers data, compiles costs of resources and number of trades to calculate total cost of contracted and in-house projects. Analyzes and prepares reports, including making recommendations for efficient construction methods and procedures and presents these costs for construction to their supervisor. Ensures that materials are procured and delivered in a timely fashion for construction. Knowledge, Skills & Abilities (KSAs):
Knowledge of: Construction costs including building, plumbing, mechanical, electrical and others. The principles, materials and methods used in building design and construction. Methods and techniques of building construction and inspections used in building construction. Local, state, and federal building codes. Rules, regulations, and licensing requirements. Engineering practices applied in building construction work. Pesticides, herbicides, and their applications. The risks associated with working with and in close proximity to high explosives and the safety measures required to perform such activities. Skilled in: Effective writing and oral communications with all parties involved in building construction work in a courteous and effective manner. Interpreting and applying/explaining construction related codes, regulations and policies. Use of building materials and their placement in construction. Safe application procedures, storage and personal safety regarding specific chemicals used in pest management. Ability to: Read and interpret blueprints and construction plans. Prepare and maintain accurate paperwork such as; forms, records and simple reports. Bend, stoop, crawl, climb, negotiate over rough terrain and psychically lift items, as required, to perform inspections. Interpret applicable regulations regarding application and storage of hazardous chemicals. Work with minimal or no supervision; excellent hand and eye coordination. Must be able to read, understand and communicate in the English language. To demonstrate proficiency on all KSA's and job summary requirements on an ongoing cyclic basis (ie. Semi-annual, annual, biennial, periodic, etc.) Adhere to and enforce all safety rules and regulations to ensure and provide for a safe and healthy work environment. Selective Preference(s):
Minimum 5 years of experience in the construction industry involving remodeling and new construction activities.
Pre-Employment Requirements:
Special Job Requirements: Must be in possession of, and ability to, retain a current, valid state-issued driver's license. In and Out of State travel may be required. Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the departments OOCB processes):
OSHA Topics, General Awareness, and Initial departmental training modules Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards. Mission peculiar Vehicles, Equipment, and specialized tools, as assigned by the department and associated regulations. Certification in Construction Specialist I duties as prescribed by the departments OOCB processes for the position. Benefits:
