Job Description and Duties The Associate Governmental Program Analyst (Compliance Analyst) will be directed by the Staff Services Manager I (HR Transactions Manager) in Human Resources/Personnel at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:
• Develops instruments to evaluate, monitor, and track new and existing pay differentials, pay stipends, and pay allowances.
• Works closely with Payroll Transactions staff to verify/determine eligibility for pay differentials, pay stipends, and pay allowances.
• Plans, develops, coordinates, and implements payroll projects and audits.
• Provides recommendations for compliance assessment and process improvement to Human Resources management based on audit findings.
• Develops reports by utilizing the Management Information Retrieval System (MIRS) to illustrate employee data related to current and historical SCO data that includes, but is not limited to, payroll, pay differentials, benefits, retirements, separations, appointments and leave accounting.
• Coordinates, tracks, and completes internal and external requests for employment (A01) verification in a timely manner. In order to be considered for this job vacancy, you must satisfy one of the following requirements:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at  Associate Governmental Program Analyst Exam Bulletin , OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS:  State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education: The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or  OR II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
*If it is determined that an applicant does not meet the minimum qualifications, the applicant's name may be removed from the eligibility list.

Other - If using Out of Class (OOC) experience to meet minimum qualifications, you  MUST  provide a copy of the approved OOC Completion Memorandum certifying your OOC experience. Failure to submit the required documents will result in the OOC experience not being applied towards meeting the minimum qualifications of the classification. If you are not basing your eligibility on Out of Class experience, you may instead use the bypass option (when applying, select Choose/Upload for the required document and then select Bypass File).
