Clerical Specialist II - Human Services Location Mankato, MN : DESCRIPTION Under the direct supervision of the Human Services Supervisor - Financial Assistance, the Clerical Specialist II - Human Services is responsible in supporting the mission of the Human Services Department in effectively and efficiently delivering essential services to families and individuals so they can achieve their potential through active community participation. While providing excellent customer service, this position will provide a variety of office administrative services to support administration and employees of the Human Services Departments, including but not limited to child support and financial assistance. This position is expected to work in-person in the office at the Blue Earth County Government Center. DUTIES / RESPONSIBILITIES Follows opening and closing procedures for the front desk. Greets, screens, and directs callers and face-to-face customers to the appropriate staff/unit. Coordinates interpreter services, as appropriate. Performs and conducts various record management and record maintenance functions for the unit(s) and department. Processes and distributes documents submitted via the Electronic Document Management System. Confirms, maintains, and updates customer/case data for accuracy. Complies with and facilitates the destruction of information in alignment with state and federal data retention guidelines. Provides administrative support to program staff. Open, sorts and distributed incoming mail and faxes for the agency. Maintains supplies. Operates various Department-specific software systems. Operates and troubleshoots office equipment for program staff. Refers to Information Technology (IT) as appropriate. Maintains agency forms, informational packets, and agency supplies. Participates on quality assurance teams. Maintains a safe and functional environment for staff and customers. Assures visitors logs are maintained and access to facility spaces is limited to those with appropriate credentials. Responds to customer complaints and forwards to a supervisor, as appropriate or necessary. Receives and forwards data requests from data subjects and external agencies, complying with data practices policies and Release of Information standards. Opens and issues Electronic Benefit Transfer (EBT) cards. Interacts positively with internal and external customers, including persons who are experiencing mental health crisis or other social services emergencies. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Promotes a diverse, culturally competent, and respectful workplace. Performs the physical and mental demands of the position. Attends work during regularly scheduled hours. ADDITIONAL FUNCTIONS: Participates in Professional Staff Development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with agents and departments from other counties and states to learn about and maintain professionalism. Performs other related functions as apparent or assigned. QUALIFICATIONS MINIMUM QUALIFICATIONS: High School Diploma/GED Three (3) years general clerical experience OR One (1) year direct administrative experience in a County Human Services Department PREFERRED QUALIFICATIONS: Experience working in a medical or social service office environment. Experiencing working in a county. Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic. CONDITIONS OF EMPLOYMENT: Must comply with all federal and state laws and organizational and departmental policies and regulations. Must successfully pass a background check. Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes. HOURS OF WORK Monday through Friday from 8:00 a.m. to 5:00 p.m. This position allows for flexible hours and may require some evening, weekend, and overtime hours.
