Summary: The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.
The Child Welfare Supervisor is responsible for the supervision of staff within the Child Welfare arm of the Human Services Department as well as the coordination of Indian Child Welfare Act (ICWA) activities. This section of the Human Services Department will coordinate risk and family assessments, complete ICWA case management duties, connect with community agencies to develop partnerships to provide services to children and families, and monitor children and families involved with or at risk of involvement with child welfare services.
Essential Responsibilities and Duties: Direct practice and provide consultation to ensure standards are within the context of trauma-informed and family-centered practice to achieve safety, permanency, and well-being for children in or at-risk of involvement within the child welfare system. Onboard assigned staff to ensure development and completion satisfaction of knowledge, skills, and abilities pertinent to job duties. Approves foster care applications and determines the eligibility for foster care payments. Reviews and provides approval for investigative reports, home studies, social summaries, case plans, and court documents as needed for any court proceedings. Provide staff support for time management, case discussion, and crisis intervention guidance through regularly scheduled staff meetings and one-on-one supervision. Manages all case documentation in compliance with agency and funder guidelines ensuring confidentiality. Provides supervision to ensure appropriate referrals to other agencies and assists in obtaining other resources to benefit the ICWA program and other Human Services Programs. Develops professional relationships with other local, state, federals, and tribal programs providing services to children, adolescents, and families to increase services and provide strength-based approaches. Generate and provide reports for Director review to meet all reporting requirements in a timely manner. Coordinates investigation work with other human services program staff, local/state law enforcement, when necessary. Understanding of Title IV-E, IV-B, and out of home licensing guidelines. Implements Indian Child Welfare goals and objectives. Other duties as Relationships and Authority: This position will supervise those staff within the Child Welfare area of the Human Services Department, including ICWA and foster care. The Child Welfare Supervisor will perform the full range of supervisory duties and responsibilities to include assigning cases, developing, training, supervising, and evaluating department staff and their work.
Working Environment and Physical Demands: This position is in a professional office environment. This position requires frequent verbal and written communication including face-to-face, virtual, and telephone interactions. At times staff may be required to work with clients who are in crisis and must demonstrate empathy, understanding, respect, and advocacy while remaining calm in stressful situations.
This role routinely uses standard office equipment such as computers, phones, printers, scanners, and photocopiers. This staff will sit, stand, bend, lift, and move intermittently during work hours. This position will be subject to potentially emotionally disturbing material as presented to staff, clients, and outside entities.
Will be required to work outside normal business hours to include evenings and weekends.
Extensive travel throughout the Ponca Service Delivery Area will be required and occasional travel outside of the Service Delivery Area.
Qualifications: Minimum: Bachelor's degree in human services or related field, or equivalent combination of experience and education. Experience with the Indian Child Welfare Act (ICWA), intervening in state court proceedings, transferring jurisdiction, evaluating active efforts, and tribal or state court proceedings as it relates to child welfare or ICWA cases. Three years' experience of case management and case plan development. Computer proficiency in Microsoft Word, Excel, and PowerPoint programs. Excellent written and oral communication skills. Valid driver's license and be insurable. Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background ** checks. Able and willing to travel in and out of the Ponca Service Delivery Area. Preferred: Master's degree in human services or related field, or equivalent combination of experience and education. Two years of experience in tribal or state court proceedings. Two years of supervisory experience, preferably in human services or a related field. One year experience working with Native Americans or Native American organizations. Knowledge and understanding of Public Law 93-638 Indian Self-Determination Act. Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
