The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after school programs. Description of Job What you'll be doing: This position is a high-level professional management position, which functions as the Authority in the area of Child Care Development Funds (CCDF) that funds CCCAP. The position reports directly to the Chief Program Officer. The position provides oversight on all aspects of CCCAP, including interpretation of federal regulations and state statute, development of program policy and implementation, contract management, compliance evaluation, and corrective actions. The position also oversees the implementation of the CCCAP in each of the 64 Colorado counties by local departments of human/social services. It also provides policy direction and leadership in promoting CCCAP and providing access to affordable, high-quality child care and early education experiences to enhance the development of children and make available the necessary support to families in work and parenting roles.


The position interprets, advises, directs, and leads in the area of maximizing federal Child Care and Development Fund Block Grant funding to assure all relevant federal requirements are met so that the State is not penalized. The position requires skills based on analysis, expertise in strategic planning, goal setting, reporting, fiscal management, and knowledge of federal, state, and county programs. The position requires deep content knowledge of CCCAP and CCDF. The position also coordinates the Division's fiscal management of the CCCAP in a wide variety of areas, including federal, state and county revenues.

Ten (10) years of full-time professional work experience in a field related to the major job duties of the position, which must have included three (3) years of professional program management experience; and at least three (3) years of supervisory/leadership experience to include all aspects of formal supervision of staff.

A bachelor's degree from an accredited college or university in sociology, psychology, social work, political science, early childhood, human services, public administration, or in a closely related field
AND six (6) years of full-time professional work experience in a field related to the major job duties of the position, which must have included three (3) years of professional program management experience; and at least three (3) years of supervisory/leadership experience to include all aspects of formal supervision of staff
OR
A master's degree degree from an accredited college or university in sociology, psychology, social work, political science, early childhood, human services, public administration, or in a closely related field
AND four (4) years of full-time professional work experience in a field related to the major job duties of the position, which must have included three (3) years of professional program management experience; and at least three (3) years of supervisory/leadership experience to include all aspects of formal supervision of staff

Excellent negotiation and consensus-building skills. Ability to identify problems, determine accuracy and relevance of information and use sound judgment to generate and evaluate alternatives and to make recommendations. Able to multi-task, prioritize, and manage time effectively
DEFINITION OF PROFESSIONAL EXPERIENCE:
Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
