Primary Care Development Corporation (PCDC): PCDC, a national 501(c)(3) nonprofit organization and community development financial institution (CDFI), catalyzes excellence in primary care through strategic community investment, capacity building, and policy initiatives to achieve health equity. PCDC helps primary care practices improve care delivery by providing affordable capital, training, and technical assistance. Since its founding in 1993, PCDC has assisted over 1,000 practices in forty states and has leveraged more than $1.7 billion to improve care in low-income communities. Position Summary:
The Chief Financial Officer (CFO) is responsible for leading PCDC's formulation and execution of financial analysis and strategy and overseeing all financial functions. The CFO is a member of PCDC's executive and leadership teams, leads the creation of and monitors performance against PCDC's business plan, advises PCDC's business units on financial planning, is responsible for raising bank capital, advises on capital raising from diverse sources, and manages PCDC's pool of capital available for lending and other uses. Job Responsibilities:
The CFO is responsible for all financial operations (financial planning, accounting, cash management, investments, audit, and fiscal functions) of PCDC and related entities, including positioning PCDC for strategic growth in line with the business plan. The CFO collaborates on raising bank capital and managing PCDC's capital from diverse sources. This includes managing the process, providing analysis, and compiling data for Aeris, auditors, and other external reports. The CFO oversees the development, implementation, and oversight of financial tools and transparency practices for smart financial decision-making throughout the enterprise and provides financial information for the Board, funders, and investors through regular reports and statements. The CFO supervises approximately five staff, including the Senior Director, Accountants, and Analysts, and coordinates closely with the Capital Investment team on capital planning, uses, and sources. The position will maintain the highest level of confidentiality of all information to which it has access. Executive Leadership: Essential member of PCDC's executive leadership, building a vision, setting priorities and policies, and building PCDC's expertise, brand, and reputation Provides strategic planning at the enterprise level. Maintains situational awareness of economic conditions, industry standards, and market trends. Staff the Board of Directors' Finance/Audit Committee in collaboration with the Committee Chair; develop committee objectives and meeting agendas and prepare information and materials for board and committee meetings. Serves on PCDC's Staff Loan Committee; attends all PCDC full Board of Directors meetings and meetings of Executive, Governance, Policy & CQP committees as needed. Helps build and lead PCDC's health equity and racial justice approach. Financial Strategy, Planning & Analysis: Develop tools and systems to provide critical financial and operational information to the Board, CEO, and senior management. Develops, refines, and implements PCDC's financial strategy. Develops, monitors, and implements financial forecasting tools. Leads an integrated annual budgeting and planning process and multi-year financial scenario planning. Provides strategic leadership for engagement pricing strategy and budgeting for PCDC's technical advisory services and provides oversight for grant and foundation budgeting and expense. Leads the integration and efficiency of financial management, employee expense, project management, and accounting software tools. Optimizes PCDC's investment portfolio and investment guidelines. Financial Management and Compliance: Oversees general accounting operations. Establishes and maintains appropriate internal controls. Provides monthly, quarterly, and annual financial reports and forecasts. Monitors organizational performance against the annual budget and PCDC's strategic and business plans. Manages and advises the Board on investment policies and manages investments and liquidity. Develops and maintains asset/liability management capability. Oversees annual financial audits, ratings, and governmental audits. Oversees compliance with all funders, government, investor reporting, restrictions, and covenants. Capital Raising: Optimizes debt and grant capital to support financing and operations in close cooperation with the CEO and Managing Director of the Capital Investment team. Raises capital from banks and other sources, including the CDFI Fund and impact investors. Leads relationship management of debt capital investors and financial institutions, including capital renewals from existing investors. Collaborates on proposals and grant applications from foundations, government, and other sources. Knowledge, Education, and Experience: Minimum of ten years of broad and progressive financial experience; strong business acumen. Bachelor's degree in a finance-related field required; MBA, CPA, or related advanced degree or certification preferred. Financial accounting, cash management, analytical and budgeting skills; lending, debt, and equity capital strategies Demonstrated financial strategy, including projections, modeling, and profitability analysis across different lines of business. Technology literacy, including systems management and financial reporting systems. Experience in a complex organization and ability to forge collaborative relationships with the CEO, senior leader, colleagues at all levels of the organization, and the Board of Directors. Strong written and verbal skills, including presenting information and recommendations clearly and concisely to a wide range of audiences. Experience working with non-profit boards and committees and a wide range of internal and external partners (nonprofit, government, for-profit). Knowledge of general and NY-specific nonprofit laws, regulations & reporting standards. Experience with various functional management areas (finance, governance). Demonstrates executive presence, confidence, responsibility, and accountability. Knowledge of and commitment to the healthcare industry and primary healthcare. Collaborative leader who can lead with strength, humility, and a sense of humor. Commitment to actively participate in, help implement, and model PCDC's work on health equity and racial justice. The Compensation for this role is 230,000 - 250,000 annually.
