Distinguishing Characteristics: This position has supervisory responsibilities. Under limited supervision, this job class is expected to exercise independent judgment in the disposition of daily activities.
Essential Duties: Oversees and participates in building safety plan review / inspection. Coordinates and supervises the staffing and operations of the Building Division of Community Development; trains, mentors, and evaluates staff; and oversees work schedules. Oversees the daily activities and workload of the Building Safety staff; expedites workflow; and improves efficiency. Interprets and enforces building codes and ordinances; directs the technical review and inspection work of the Division. Establishes general policies; prepares and administers the Division Budget under general Direction. Manages Division operations and projects; compiles statistical information; creates reports; and enters database information. Reviews applications for building permits. Consults with builders, architects, engineers, attorneys, developers, City employees, and the general public on building code related issues; recommends code amendments; and offers solutions to technical problems and required legal actions. Presents code adoption and similar presentations to City Council. Makes final decisions on code interpretations. Administers and provides assistance to various advisory boards. Interprets and explains building codes and regulations. Provides advice in the development of short- and long-term plans; gathers, interprets, and prepares data for studies, reports, and recommendations. Conducts inspections of buildings and structures that may be structurally compromised, proceeds through enforcement actions through the building safety code violation process by issuing written or posted notices to vacate premises, as necessary; proceeds with monitoring case for compliance. Responds to Building violation complaints, conducts inspections, as necessary, proceeds through the building safety code violation process enforcement actions, and monitors compliance cases; issues written citations for failure to comply; and assists in the prosecution of building code violators. Assists Fire Department personnel in conducting inspections of facilities having hazardous materials to ensure compliance with local, state, and federal regulations pertaining to storage, use, and disposal of those materials. Assists Fire Department personnel, as requested, with the investigation of fires and possible court testimony. Recommends and implements changes to policies and codes. Performs other duties as assigned. Qualifications: Education and/or Experience:
Preferred Bachelor's degree in Construction Management, Civil or Structural Engineering, or Architecture; seven (7) years of experience in the construction field as a foreman, building inspector, or trade involving building code enforcement which includes five (5) years of supervisory experience; or any equivalent combination of education, work experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Possess and maintain a valid Arizona driver's license.
Possess and maintain ICC Certification for Commercial and Residential Building Plans Examination and Inspections.
Prefer ICC Certified Building Official designation.

Skill in utilizing public relations techniques in responding to inquiries and complaints. Skill in using databases including input, retrieval, utilization, and management of data within the permitting/inspection/plan review modules. Skill in using established Department software programs. Ability to establish and maintain effective working relationships with state/federal/local officials, elected officials, and City residents. Ability to effectively manage office staff and field inspectors. Ability to assist others in using Department software. Physical Demands And Working Conditions: Work is performed both in a City office and out in the field. Safely operates a City vehicle, variety of standard office equipment, and other required equipment as needed. Safely exerts light physical effort including, but not limited to, lifting, carrying, pushing, and/or pulling, etc. of objects and materials of light weight (less than 25 pounds). Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
