THE POSITION The City of Hayward has an opportunity for a Chemist in the Water Pollution Control Facility Division of the Public Works and Utilities Department. Under direction or general supervision, learns and performs a variety of routine to complex chemical, physical, biological, and microbiological analyses, including instrumentation, involved in the testing of the City's wastewater, drinking water, and recycled water quality; performs a variety of technical tasks relative to conducting and interpreting standard and complex laboratory analyses; collects samples; sets up testing procedures, records data, and analyzes results; assists with field and laboratory investigations to determine and mitigate wastewater and water problems; and performs related duties, as required.
Essential Duties
Duties may include, but are not limited to, the following:
Interpret, analyze, and evaluate results of analytical samples related to treatment, quality control of domestic and industrial wastewater, effluent and receiving waters as related to the collection treatment and disposal of various types of wastes.
Supervise the laboratory in the collection of samples and in the performance of laboratory analysis.
Maintain a Quality Assurance and Quality Control Program and maintain the Chemical Hygiene Plan. 
Maintain and repair laboratory equipment.
Maintain and update the Standard Laboratory Operations Procedures Manual.
Provide assistance and input for a variety of personnel actions including selections, promotions, performance evaluations and disciplinary action.
Provide technical assistance on sampling programs and analytical techniques; instructs laboratory staff in performing analyses; trains laboratory and other staff in sample collection.
Ensure the accuracy and quality of all data reported by the laboratory.Perform related work as necessary.
Minimum Qualifications JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of:
Standard Methods for the examination of water and wastewater.
Wastewater treatment principles and the chemical and bacteriological characteristics of wastewater and industrial waste.
General chemical quantitative and qualitative analysis.
Modern laboratory equipment and its uses.
Information sources related to wastewater and industrial waste analysis.
Sampling techniques and statistical analysis including the theory of probability.
Federal and State pertaining to laboratory operations. Ability to:
Analyze and interpret the results of laboratory tests of wastewater and industrial waste.
Make sound decisions regarding the proper operation of the laboratory.
Effectively train, supervise and coordinate the work of other lab personnel.
Use modern office equipment and specialized software applications and programs to maintain lab records.
Differentiate visually among colors, tones, shades and hues.
Perform careful and accurate laboratory analyses as well as evaluate and interpret analytical results and make sound judgments.
Organize and manage projects, keep accurate records and prepare clear, accurate and concise reports of work performed. EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and ability would be qualifying.  A typical way to obtain the knowledge and abilities would be: Experience:At least three (3) years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples. Education: Equivalent to a baccalaureate degree from an accredited college or university with a major in chemistry, biochemistry, biology, microbiology, environmental, sanitary or public health engineering or a similar science.  Education must have included courses in quantitative and qualitative analysis.  A Master's degree may be substituted for one (1) year of required experience.Licenses & Certificates:Possession and Maintenance of a Class C California Driver's License.
