SALARY RANGE: $79,996 to $111,280
PURPOSE:
We're seeking a dedicated individual to join our team as a Buyer. In this role, you'll be responsible for the end-to-end procurement of goods and services vital to supporting Oak Ridge Associated Universities (ORAU), the Department of Energy (DOE), and the Oak Ridge Institute for Science and Education (ORISE) prime contract. If you're passionate about building relationships, negotiating contracts, and ensuring smooth operations, we want to hear from you.
Responsibilities:
As a Buyer, you'll play a pivotal role in various facility and construction-related projects. Your responsibilities will include:
Acquisition Planning: Conducting market research, developing acquisition strategies, and assisting with cost estimates.
Solicitation Development: Crafting comprehensive Requests for Proposal/Quote (RFP/RFQ) packages and evaluating proposals.
Award Management: Reviewing and recommending award documentation, monitoring contractor performance, and ensuring compliance with federal regulations.
Administration: Overseeing the delivery of materials and services, managing subcontractor performance, and assisting with invoicing.
Closeout: Ensuring timely closure of all procurement actions.
Additionally, you'll serve as the primary liaison between Procurement and the ORAU Office of Safety and Facilities, providing guidance on policies and procedures.
Qualifications:
We're looking for candidates with:
A Bachelor's degree in a relevant field and 6-9 years of related experience, or equivalent combination of education and experience.
Comprehensive knowledge of procurement regulations, including the Department of Labor (DOL) Service Contract Act and Davis Bacon Act.
Proficiency in managing diverse workloads and adhering to strict deadlines.
Strong understanding of federal, state, and local procurement laws and regulations.
