As a Business Analyst, you will enhance the performance of the Transportation Department by optimizing technology, gathering data, and making recommendations based on performance metrics. You will design new system processes, plan installations, and develop reports that meet Federal, State, Local, and Department requirements.
Provide input for the product roadmap and strategy, gather stakeholder requirements, and assist with prioritization. Develop criteria for systems, system design, testing methods, quality standards, and completion dates. Work to identify and implement unused functionality as appropriate. Keep track of technological advancements and trends. Develop complex reports for the division and agency. Gather business requirements from stakeholders to outline reports and data needs. Partner with Agency Research and Analytics team to ensure agency-wide reporting meets business requirements. Use SQL to develop spreadsheets, reports, and tools for reviewing data, troubleshooting, and testing/validating source system data.
Consult with Agency departments to gather current and future technology requirements. Document process, identify concerns, and compile data reports. Define needed procedural changes, and designs, and implement these new functionalities to improve efficiency for evolving business processes. Identify areas where new technology can be used to make process improvements.
Identify, research, and evaluate system errors. Guide and support staff in diagnosing and resolving complex software problems. Develop documentation and deliver end-user training for all systems. Maintain product backlog and manage regular prioritization with business unit owners and leadership.
Facilitate, promote, and foster the integration of data into policy-making processes. Work closely with the Research and Analytics team to ensure that projects align with business goals. Regularly provide presentations and guidance to internal and external groups.
Assist management with projects such as designing process maps (utilizing Visio or similar products), creating presentations in PowerPoint, and diagnosing and repairing issues in existing documents, all while maintaining data discretion.
Perform other duties of a similar nature, as assigned. Minimum Qualifications Certification in Product Management, Project Management (PMP), Scrum, or Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field. Three or more years of experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development. Three or more years of workflow assessment or project management experience. Advanced knowledge of LEAN standards and tools. An equivalent combination of education and experience to successfully perform the job duties is also accepted. Knowledge Requirements Record and file management systems. Grammar rules. Procedures for handling privileged or restricted documents. Using data visualization software (e.g., Visio, Tableau). Preferred Skills and Knowledge Project Management Professional Certification.  Complex scheduling experience. Transit operations knowledge.  Experience working in a union environment.  Labor relations, including internal labor processes, transit industry knowledge, labor contract language, and risks. Budget management Working Conditions 100% of your work will be performed in an office environment and requires you to operate standard office equipment and keyboards. You will be required to move throughout and between different office buildings. Given the nature of this job, you may also be exposed to automotive fumes, odors, and dust and may need to complete tasks in noisy environments. Hybrid telework is available for most administrative personnel.
