Department Summary: The Toulouse Graduate School, with its outstanding faculty, high

Position Overview: The Toulouse Graduate School (TGS) is looking for a skilled Budget Officer to join our team. This position provides budget support for complex financial functions of the Toulouse Graduate School. The Budget Officer works closely with the Director of Budget and Operations to manage and oversee a variety of budgets, transactions, fiscal processes, reporting, auditing, and forecasting. The position is responsible for independent execution of assignments and maintaining cooperative relationships with campus-wide, system, and external constituents. The Budget Officer continually independently researches and evaluates internal financial procedures to ensure compliance, efficiency, and accuracy.
Minimum Qualifications: Bachelor's Degree with coursework in accounting, finance, business or related field and two years of progressively responsible financial administration or budget management experience or any equivalent combination of education, training, and experience.
Knowledge, Skills and Abilities: Skill in collecting and analyzing data
Knowledge of budgetary principles, practices and procedures.
Ability to prepare concise reports.
Ability to communicate effectively in both oral and written form.
Knowledge of electronic information systems and accounting systems. Preferred Qualifications: The preferred candidate will possess the following additional qualifications: Master's Degree Proficient with Excel Experience with COGNOS, ePar, Concur, and Peoplesoft Demonstrated high level analytical knowledge and skills Substantial knowledge of higher education fiscal processes, budget, payroll, and financial policy Work Schedule: Monday – Friday 8 am – 5 pm; w/occasional evenings

o: Manage a variety of budgets and work with Director of Budget and Operations to reconcile, update, and prepare budget for TGS. Maintains appropriate financial oversight and controls including approvals for transactions, monitoring revenue/expenditures, reconciliation, reporting, auditing, and forecasting.
o: Collect, analyze, and integrate financial data for graduate school initiatives, financial projections, and related activities. Understands, develops, and implements reports and other technical data using appropriate resources (e.g. budget projections, chartstring management, revenue and budgetary funding evaluation, etc.).
o: Oversees and serves as departmental resource and approver related to certain procedures and transactions for the Graduate School (e.g. fiscal processes, budget, payroll, financial policy, TGS travel awards, and TGS research awards).
o: Assesses costs and monitors supplies, contracts, labor, assets, travel, equipment, etc. as needed via approvals and reconciliation with oversight and collaboration with the TGS Director of Budget and Operations. Handles controlled assets inventory and associated surplus requests.
o: Supports TGS Director of Budget and Operations in Human Resources functions, approvals, and documentationfor students, part-time, and full-time employees including policy adherence and interpretation, hiring practices, and evaluation compliance. Keeps accurate records; serves as one of the TGS departmental HR liaisons.
o: Responsible for various financial special projects in support of the TGS budget with oversight and collaboration with the TGS Director of Budget and Operations or Dean.
