Budget & Finance Manager Location Salem, OR (North East Salem area) : Position Summary Working as part of the executive management team, our Budget and Finance Manager is accountable for all financial services functions of the agency. This position works closely with General Managers and the Deputy Administrator and provides management direction, coordination of the preparation and execution of the agency's budget, financial management and reporting, and maintains the agency's Enterprise Resource Management System (ERP). The role requires expertise in forecasting, job costing, budgeting, financial performance indicators and analysis, financial forecasting for new business.
Essential Duties and Responsibilities Work with General Managers to develop and manage the budget, financial forecasts, key performance indicators, income and balance sheet statements, and financial statements and analysis. Evaluate general financial data accumulation and reporting systems to ensure internal accounting controls are adequate, and design or recommend system improvements to increase effectiveness and efficiency. Perform cost accounting and analysis and provide recommendations to improve profitability. Provide direction, development, coaching, and financial support to staff. Provide expertise on pricing structures, contracts, trade terms, discounts, and margins. Support cash flow modeling and analyze trends, costs, revenues, financial commitments, and obligations incurred to predict future revenues and expenses. Develop and implement financial policies, systems, and standard operating procedures and identify improvement opportunities. Analyze complex and sensitive situations, recommend solutions, and provide support as needed. Maintain financial model and accurate data within our ERP. Work with internal and external auditors to ensure proper accounting methods and financial management of a complex and varied portfolio. Qualifications Minimum 7 years' relevant finance/accounting experience at a director level, preferably in a manufacturing environment. Experience managing an organization's response to accounting-related internal and external auditors and managing the complexities of a varied and substantial portfolio. Demonstrated success in leading others in a manner that produces exceptional outcomes, fosters teamwork and commitment to delivering effective, quality results in a fast-paced work environment with regular interruptions and changing priorities. Bachelor's degree in business, finance, economics or equivalent combination of relevant education and experience. Expertise on pricing structures, contracts, trade terms, discounts, and margins. Ability to apply cost accounting methods such as analyzing cost-volume-profit (CVP); developing and analyzing cost standards; and establishing costs of business processes such as administration, labor, and shipping. Ability to effectively analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement recommendations in support of established goals. Experience developing budgets with multiple revenue sources including manufacturing and Professional Services. Experience communicating complex financial concepts to a diverse audience with limited financial background. Experience developing and implementing financial policies, systems, and standard operating procedures. Proficient with computers and Microsoft Office suite, advanced knowledge of Excel, and experience with ERP systems. Must pass an initial and annual Law Enforcement Data System (LEDS) criminal background check. Must pass pre-employment drug screening. Must be able to travel in or out of state, including occasional overnight trips. Working Conditions May be required to work some late and unusual hours, including occasional weekends. Travel throughout the institution(s) required on a regular basis. Ability to sit, stand, and/or walk for extended periods of time, and climb stairs without assistive aids.
Compensation 95% employer paid Medical, Dental, and Vision Insurance. Vacation and sick leave package. 11 paid holiday per year. Retirement and pension plans (generous employer matching) through Oregon Public Employees Retirement System (PERS). Optional participation in the Oregon Savings Growth Plan (OSGP).
