Job Description Summary: The Senior Budget Analyst will provide leadership and management in the City's Central Budget Office through providing support to departments and city leadership. Central Budget analysts are subject matters experts in budget policies, practices, and strategies, especially for assigned departments. The envisioned portfolio for this position will include supporting the interagency coordination of capital spending plans funded by municipal revenues, such as revenue received from the City of Boulder's Community, Culture, Resilience, and Safety Sales Tax, federal grants, and American Rescue Plan Act and Infrastructure Investment and Jobs Act funding, among others. In addition to providing operational and strategic overall support to assigned departments, this position will also provide assistance in coordinating and analyzing financial spending plans for the city's infrastructure projects in coordination with the annual development of the capital improvement plan.


Primary functions of this position include: oversight and monitoring of fund and department budgets, strategic support in budget problem-solving and long-term planning, supporting the development of the annual budget, leading discussions and coordinating cross-departmentally and with external agencies to develop capital spending plans, developing and presenting financial reports on capital projects, and managing special projects as assigned. This position will reside in the City of Boulder's Finance Department, Central Budget Office.
Job Description: ESSENTIAL JOB DUTIES AND RESPONSIBILITIES The Senior Budget Analyst will have the following responsibilities:
In a team environment, coordinate financial, budget, and capital input from departments, and synthesize into meaningful analysis, policy recommendation, and/or other valuable information for the Central Budget Office and city leadership. Provide operating and capital budget spending plans, analysis, projections, and reporting. Facilitate discussions with other departments' financial analysts, project managers, city planners, and external agencies, as needed, to develop coordinated and citywide fund projections and spending plans. Oversee department and fund budgeting, as assigned.
Support all city departments in the evaluation and development of budget recommendations. 
Provide support, analysis, reporting, communication, presentation, budget and policy advice, and budget development, as needed to department and city leadership. 
Work alongside key staff to support the analysis, coordination, and development of the annual capital improvement plan.
Provide budget and policy guidance to department and executive staff, especially as it relates to funding opportunities to support capital investment. 
Use a range of financial analysis tools and best practices used by local governments. 
Support innovative practices and solutions for improved strategic and transparent budgeting. 
Utilize exceptional communication skills to effectively and appropriately share information, including the communication of sensitive information, in internal city and public meetings. 
Provide strategic direction for the Budget Office, Executive Budget Team, and City Council in identifying key policy issues and recommending policy direction, including the most appropriate sources of funding for programs and projects. Manage and track revenues that support capital infrastructure funding, such as federal grants. Coordinate availability of and compliance with grant funding with project managers and intergovernmental staff.
Prepare policy recommendations in coordination with key departmental staff to assist the Central Budget Office in the development of the annual budget and strategic direction to the Executive Budget Team and city leadership. 
Prepare information about funding options and budget constraints to present to key advisory, staff, and legislative bodies. 
Provide proactive recommendations on funding opportunities to allow departments adequate time to prepare materials and assist as needed. 
Monitor federal and state resource opportunities in coordination with internal staff, external agencies, and other stakeholders.
Conducts financial analysis and maintains city financial systems. Evaluation of data includes skilled data collection, analysis, and communication of results. This includes, but is not limited to the following: 
Prepare numerous complex spreadsheets; extensively use the city's financial software system; apply various data gathering and interpretation techniques. 
Research comparative economic, financial and performance data from peer cities and organizations. 
Author reports, agenda items, City Council study session material, minutes from such meetings, presentations, financial reports, and other documents that will become public domain materials. 
Evaluate policy questions from city decision makers, complying with necessary timelines, levels of effort, and approaches to analysis that are sensitive to the context of the policy question. 
Support senior staff in the Central Budget Office and Finance Department with the collection, analysis and communication of varied financial and management data and information. 
Collaborate with other city staff in gathering financial and management information, including program objectives, costs, revenue sources, and performance measures. 
Communicate technical and analytical information in a manner that is understandable and useful to decision makers and the public. 
Communicate with exceptional written and verbal skills. 
Provides excellent customer service to internal and external customers in a variety of roles. Maintains a high level of professionalism, integrity, and communication with staff members and customers:

Provides technical assistance and information to co-workers, users from other City departments, and outside individuals, on the City's technical environment, architecture, computer systems, and applications.

MINIMUM JOB REQUIREMENTS Bachelor's degree in Public Administration, Business Administration, Finance, Political Science or a related field, with a minimum of five years of professional experience in the following (or closely related) fields: federal, state, and/or local governmental capital budget management or preparation/analysis, federal, state, and/or local grant management, interagency coordination and project management. An equivalent combination of education and experience may substitute up to two years. Demonstrated experience using analytical, quantitative, and problem-solving skills. Professional experience using Microsoft Word, Excel, and PowerPoint. Professional experience using spreadsheets, databases, and querying tools for financial report writing and analysis. Excellent written and verbal communication skills. Ability to establish and maintain effective working relationships at all levels of the organization working as a part of several teams. High level of integrity, honesty, and trust. Strong customer service skills. Ability to work under pressure and meet deadlines. Valid driver's license. Have and maintain acceptable background information, including criminal record, and motor vehicle record. PREFERRED REQUIREMENTS  Experience in creating, analyzing, and interpreting financial or budget data. Experience in project management and serving in a leadership role in a team-based environment. Experience in using data visualization software. Seven years experience in local, state, and/or federal government and/or a Master's degree in a closely related field.  Experience facilitating and leading interdepartmental or interagency discussions to develop implementation or operations plans. Proficiency with the following applications: Microsoft Word, Excel, PowerPoint, Tyler Munis, OpenGov or other financial management software, and Power BI, Tableau, or other data visualization tools. WORKING CONDITIONS AND REQUIREMENTS Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. 
Work Environment: This position is subject to the City's Hybrid Work Policy which establishes a minimum in-person work schedule of two days per standard work week. Candidate must be present within the State of Colorado and be able to work in-person according to the Hybrid Work Policy at the time of employment.
Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.
