Position Title: Budget Analyst
Department: Tribal Transportation Program
Salary Grade: 1027 Per Schedule
Position Status: Full-Time
FLSA Status: Non-Exempt
Position Summary
Under general supervision of the Transportation Director or designee, the Budget Analyst enhances
department effectiveness by providing administrative and financial support to the office of Tribal
Transportation and supports the Tribal Administration.

Essential Duties and Responsibilities
• Analysis of current and past budgets including preparation and justification of budget requests;
• Analysis of accounting records to determine financial resources required to implement program and submits recommendations;
• Allocates funds according to spending priorities in appropriate funding code in accordance with the regulations;
• Maintains automated budgeting systems and develops spreadsheets that demonstrate control of expenditures for program tasks/activities;
• Collects, posts and analyzes all department expenditures; meets with Bookkeeping to review discrepancies;
• Assists in writing proposals and developing budgets pertinent to its project tasks/activities;
• Interfaces with various funding agencies including private contractor bookkeepers regarding related budgets and invoices;
• Reviews contractor pay applications for accuracy and submits the appropriate documents for reimbursement or payment;
• Performs duties in an office setting by answering phones and working at a desk;
• Provides reference by developing and utilizing filing and retrieval systems of administrative correspondence, daily reports, and all documentation pertaining to the Transportation Program and its multiple projects;
• Maintains office supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; preparing requisitions;
• Composes, copies and distributes memorandums, proposals, reports and various correspondence ensuring maximum accuracy;
• Schedules meetings, training, and/or travel arrangements required for program staff as needed;
• Contributes to a team effort by accomplishing related results as required;
• Maintains confidentiality of all privileged information; and
• Performs other duties as assigned or required.
Knowledge, Skills, and Abilities
• Knowledge of Tribal and department policies and procedures;
• Knowledge of tribal, federal, and state laws and regulations related program projects and activities;
• Knowledge of fiscal, grant, and budget administration;
• Knowledge of time management, effective conflict resolution, problem solving techniques;
• Skilled at writing letters and reports and filling out forms for routine operations;
• Skilled at collecting, grouping, organizing data and information;
• Ability to function as an effective team member to interact and communicate effectively, both orally and in writing, with staff and tribal leadership and able to recognize changing conditions, develop alternative strategies and take appropriate action;
• Ability to be decisive and use sound reasoning to arrive at a conclusion/decision and to recognize and correct unsafe practices and conditions;
• Proficient in Microsoft Office, including, Word, Excel, and PowerPoint;
• Ability to perform computer skills such as word processing, software applications, advanced accounting software, email, internet and spreadsheets;
• Ability to perform duties under stressful and adverse conditions, such as long work hours, and emergency situations;
• Ability to read, analyze, and interpret complex documents, including policies and procedures;
• Ability to deal with employees and community members regarding sensitive and proprietary information;
• Ability to handle multiple tasks, prioritize workload, and meet program deadlines; and
• Ability to set priorities and plan the sharing of limited resources needed for completing projects and analyze project performance relative to given objectives.
Minimum Qualifications
• AA degree in Accounting or related field plus two (2) years related experience; or equivalent combination of education and experience.
Physical Requirements and Work Environment
While performing the duties of this job, the employee is regularly required to sit; use hands to finger,
handle, or feel; and talk or hear. The employee frequently is required to reach with hands and arms. The
employee is occasionally required to stand; walk; and stoop, kneel, crouch, or crawl. The employee must
occasionally lift and/or move up 10 pounds and occasionally lift and/or move up to 30 pounds; not to
exceed 40 pounds. If an item is above 40 pounds, lifting shall be done by two or more Tribal staff
members. Specific vision abilities required by this job include close vision, color vision, and ability to
adjust focus. Work is performed in a professional office environment with a moderate noise level,
occasionally working under stressful conditions and for extended periods of time. This position is
routinely exposed to Visual/Video Display Terminal (VDT) and extensive personal computer and phone
usage. Travel may be required. May be required to work occasional nights and/or weekends. The
employee is occasionally exposed to weather.

Employment Requirements Successful completion of thorough background investigation and MVD check. Employees must comply with Tribal Safety Guidelines, Policies and Procedures and follow the HIPPA US Department of Health and Human Services Guidelines. Successful completion of the mandatory National Incident Management Training (NIMS) within the first 90 days of employment. Must pass a drug/alcohol test. Must have a valid New Mexico Driver's License and insurable through the Tribe's carrier and not have any DUI/DWI convictions within the last five (5) years from any Tribal, State or Federal Court. Must take and pass a current driving course from General Services Administration.
