Consider joining the team at the Oregon Department of Consumer and Business Services – Division of Financial Regulation (DCBS-DFR) in support of the newly created Prescription Drug Affordability Board (PDAB)
. The PDAB is tasked by the Oregon Legislature to protect residents of this state, state and local governments, commercial health plans, health care providers, pharmacies licensed in this state and other stakeholders within the health care system in this state from the high costs of prescription drugs. Here's what you will do:
As the Data Analyst, you will serve as a technical resource for the DCBS-DFR Prescription Drug Affordability Board for business analysis, identification of data needs for the business of the Board, interpretation of data, and act as a liaison with the Information Technology and Research (IT&R) team to communicate business needs and support the development, testing and implementation of new or enhanced business systems to assist the Prescription Drug Price Affordability Board with expected outcomes. You will participate in comprehensive studies of insurance prescription drug distribution and payment systems, processes, and business requirements to evaluate, identify and recommend improvements that effectively reduce prescription drug costs, improve consumer service delivery, and to help better understand prescription drug distribution and payment system.

. This position is eligible for remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
This position is permanent, full-time, and represented by the Service Employees International Union (SEIU).
The most competitive candidates will possess the following requested skills, experience, and knowledge:
Expert proficiency with Microsoft Excel (pivot tables, data connections, charts, conditional formatting)
Strong experience with various data mining, reporting, and reconciliation tools and methodologies
Advanced proficiency with database reporting and query writing and Microsoft Office applications (especially Access and Excel), SAS, SQL, and data warehousing
Good oral and written communication skills and comfortable presenting technical findings
Effective business and technical requirements gathering/documentation skills
Knowledge of prescription drugs and economics, includes general knowledge of the U.S. health care system
Minimum Qualifications:

A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work
OR
Any combination of experience and education equivalent to seven years of experience professional-level evaluative, analytical and planning work

Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
