Job Summary

The Associate Director will perform predictive analysis and forecasting to provide information that supports organizational goals, mine data to quantify relationships and identify issues warranting further analysis. The associate director will be an independent, detail-oriented individual who contributes to quality improvement initiatives, and is committed to the values of the program, able to collect and synthesize data to monitor quality benchmarks, will utilize these findings to participate in short- and long-term planning and collaborate in the development of strategies to work towards achieving the set goals and metrics for quality revenue management.

The Associate Director is responsible for the department's billing processes to maximize reimbursement, manage and minimize billing cycle denials, assure appropriate coding, and smoothly integrate authorization and other insurance requirements into our revenue operations.

The Associate Director is responsible for making sure that appropriate attention is applied to front-end billing processes in a timely and prioritized fashion with a goal of maximizing reimbursement.

This position will also be responsible for oversight of the authorization process, cash collections and deposits, financial counseling, preparing self-pay cost estimate, oversight of the flow of encounter forms and charge capture, charge entry and charge reconciliation, day to day supervision of staff, reporting and analysis.

Additionally, will serves as a resource for the clinical practice, physicians and patients on all issues and questions regarding revenue cycle.

Staff oversight is imperative.

This oversight will include monthly reviews of work that is being performed by the unit.

The review will include but is not limited to the following: work quality, policy, protocol, procedures, operations, and implementation of standards.

Staff oversight includes monthly reviews of work that is being performed by billing and revenue cycle staff including charge entry, copay collections, inpatient, and outpatient authorization staff.

Assessment and monitoring of clinic goals. Monitoring all our work ques weekly.

Maintain and enhance productivity of the unit.

Develops a productive working relationship with insurance carriers, contracting and MGBS, which includes all facets of performing the professional fee billing and revenue cycle activities performed at CRH. Maintain thorough working knowledge of all aspects of billing and revenue cycle activities including billing rules and regulations, billing practices, electronic billing processes, diagnosis and procedure coding, and applicable county, state, and federal requirements.

Department Description

Under the direction of the Center for Reproductive Health (CRH) Administrative Director, the Associate Director CRH Revenue will support the vision, strategy, and business-critical objectives for the Center for Reproductive Health, responsible for coordination and implementation of revenue cycle management functions. Monitor effectiveness and recommend improvements to workflows, procedures, and technology. Erroneous decisions or failure to adhere to objectives results in additional costs and serious delays in overall schedules.

The UCSF Center for Reproductive Health located in Northern California's San Francisco Bay Area offers a comprehensive array of infertility evaluation and treatment options for both men and women. Our services include: Infertility Evaluation, Male Reproductive Health, Fertility Preservation, Reproductive Surgery, Tubal Reversal Surgery, In Vitro Fertilization (IVF), Intracytoplasmic Sperm Injection (ICSI), Pre-implantation Genetic Diagnosis (PGD), Intrauterine Insemination (IUI), Ovulation Induction, Donor Sperm Insemination, Egg Donor Program for Donors, Egg Donor Program for Recipients, Polycystic Ovarian Syndrome (PCOS), Recurrent Pregnancy Loss, Gestational Surrogacy, Genetic Screening and Counseling Psychological Support. In addition, Telehealth/Zoom is available for: Psychology, Genetic Counselors, new patients, follow ups, IVF Orientation, and Injection classes.

The CRH Revenue Cycle and Billing Unit is responsible for the accounts receivable, billing, and follow-up of all commercial, contracts and managed care and government payors.

The unit deals regularly with complex policy and procedural issues that involve insurance credentialing, contract compliance about HMO and PPO payers.

It is the unit's responsibility to communicate and coordinate throughout various UCSF Medical Center departments, including UCSF Medical Group Credentialing, Contracting, Revenue Management, MGBS, and Patient Financial Counseling, to ensure the quality of the university's billing process.

Required Qualifications

Bachelor's degree in related area and or four years equivalent experience / training.
Seven or more years of experience in healthcare revenue cycle, billing, management information analysis, A/R, financial analysis, reporting and audit
One or more years of leadership/managerial experience
Demonstrated leadership and managerial skills, with the ability to create and maintain a goal-oriented climate of teamwork and cooperation across departments for effective problem solving, conflict resolution, support for organizational values, and consistency
Ability to work effectively with leadership on establishing operational goals and providing for technological upgrades, tools and systems to maximize revenues.
Strong knowledge of healthcare revenue cycle operations, concepts, and policies and their impact throughout the organization, with an in-depth understanding of related functions and issues, including coding, registration, billing, reimbursements, aging accounts, contractual adjustments, and charge capture.
Strong project management skills with the ability to organize, manage multiple priorities, meet deadlines, and delegate assignments efficiently.
Strong knowledge of metrics, analytics, and data synthesis in healthcare revenue cycle management and their use to identify trends, produce reliable forecasts and projections, and create reports, dashboards, and presentations.
Strong critical-thinking, project-management, and problem-solving skills, with the ability to troubleshoot, analyze, and interpret complex data and systems, to quickly identify problems and implement solutions.
Excellent written, verbal, and interpersonal communications skills to prepare and present reports and convey complex information and instructions in a clear, concise, and specific manner. Ability to cultivate a strong commitment to quality, teamwork, collaborative problem-solving, and achievement of objectives.
Strong knowledge of all relevant of all relevant information technology, including systems, tools, applications, processes, and methodologies.
Ability to work independently with minimal supervision and ability to make decisions.
Due to the business operation, this position is based in San Francisco and one may to work onsite to include working in evenings and weekends when required.

Preferred Qualifications

Prior experience working on healthcare systems, i.e., EPIC.
Proficient knowledge of key A/R principles.
Knowledge of hospital information and management systems
Prior experience in either hospital or physician group practice settings
Understanding of HIPAA rules and regulations.
