Job Summary *This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework. *Approximately, 25% travel. *This posting is used to fill multiple vacancies.
This position, acting under limited supervision, exists to execute the Commissioner of Human Services responsibility for administration and oversight of licensing functions related to adult foster care and community residential settings which are delegated to county agencies.
The Human Services Program Representative 1 assists in certifying county agencies to perform licensing functions. The Human Services Program Representative 2 certifies county agencies to perform licensing functions for adult foster care and community residential setting services.
All of this is accomplished by providing oversight, direction, and consultation to county agencies so that their licensing activities are conducted in compliance with Minnesota Statutes, Chapters 245A, 245C, 245D, and other applicable laws and rules so that the health, safety, and rights of vulnerable adults served in these programs are protected. Two (2) years of professional experience reviewing, evaluating, and writing disability services or licensing reports and orders.
Experience must demonstrate the following:
• Ability to provide technical assistance and training to county agency licensors.
• Skills to complete qualitative and quantitative analysis to evaluate adult foster care and community residential setting licensing issues.
• Understand data practice requirements and handle data accordingly. Human Services Program Representative 2
Three (3) years of professional experience performing delegated licensing functions for adult foster care, community residential settings, or child foster care at a county licensing agency; or managing or overseeing regulatory compliance for services delivered in a Department of Human Services (DHS) licensed residential program serving vulnerable adults and/or children.
Experience must demonstrate the following:
• Knowledge of licensing laws and regulations as they interface with the statewide delegated licensing systems for adult foster care, community residential settings, home and community-based services, and other services provided by the Department.
• Basic investigative methodology and techniques, and their application to various situations
• Establishing/maintaining effective working relationships with counties, coworkers, supervisors, and representatives of other state agencies and the general public
• Experience using multiple electronic databases and computer applications (i.e. Microsoft office)
• Ability to develop and deliver training on a wide range of licensing activities, standards and/or requirements.
• Provide information and technical assistance regarding a wide range of licensing and related rules and laws including but not limited to: the Human Services Licensing Act; the Background Study Act; Maltreatment of Vulnerable Adults Act; and, licensing rules for adult foster care.
• Interpret statutory requirements and serve as technical expert.
• Coherently and effectively communicate verbally (in-person, by telephone or other electronic video/audio mediums) and in writing sufficient to obtain and share necessary information. Preferred Qualifications
• Experience in developing, coordinating, and delivering training curriculum.
• Ability to adapt to continuous organizational and work priority changes.
• Analytical skills to assess complex scenarios and identify potential solutions within a regulatory framework.
• Ability to work independently and manage a high volume of work while meeting established timelines.
• Ability to organize and prioritize work and work effectively in a team.
• Effective written and oral communication skills; including culturally competent communication skills.
• Computers, word processing, and data entry into databases sufficient to learn and adapt to new technologies used to complete assigned duties.
• Knowledge of a broad range of state and federal rules, regulations, and laws governing licensed facilities and programs, or experience with similar regulatory activities.
• Ability to negotiate effectively with county and private agency personnel when their recommendations are not consistent with DHS expectations and procedures.
• Knowledge of contemporary methods used in providing services to children in licensed programs.
• Variety of experiences working effectively with others from different backgrounds and cultures. Additional Requirements
