RSI EnTech, LLC is recruiting for a AS&T Program Manager who is responsible for managing the Legacy Management Support (LMS) AS&T program to support LM's efforts to incorporate improvements in scientific understanding and technology to improve remedy protectiveness, sustainability and long-term cost effectiveness. The AS&T Program Manager will identify potential projects, help project teams develop their proposals to communicate needs and ensure the successful implementation of the program through safe planning and execution.
This position is required to travel 10% to 25% of the time.
Primary responsibilities and essential functions: Foster effective communication by interfacing with key stakeholders including LMS Program Manager, LM and LMS Senior Managers, LMS Site Leads, and LM Site Managers on a regular basis.
Lead and strategize AS&T work, actively contributing to planning initiatives for effective project execution.
Collaborate with LMS Managers and staff, offering guidance on budgets, schedules and workloads. Address challenges that may impact workflow and product delivery.
Oversee staff assignments and execute comprehensive resource planning for the AS&T Group to ensure the optimal utilization of resources.
Manage the AS&T budget and provide timely updates on the financial status (scope, schedule, budget) of the program.
Provide overall status updates (scope, schedule, budget) and address concerns related to AS&T projects.
Innovate and drive AS&T program towards solutions-based approaches that address client's interest and need specifically related to benefits to the LM site portfolio.
Engage proactively with the client on a routine basis ensuring a clear understanding of projects and program mission.
Proactively work with managers and staff to foster a proactive, problem-solving approach to program execution.
Support staff to analyze and interpret data, write reports and procedures/protocols, investigate technical problems, and develop strategies to rectify problems.
Provide scientific review and approval of procedures/protocols, study designs and reports.
Demonstrate accountability for the professional growth of staff through mentoring and development initiatives.
Promote safety into all aspects of project from planning through execution.
Fulfill other duties as assigned contributing to the overall success and efficiency of the AS&T program.
Work experience, skills, and capabilities needed: Advocate for Safety in all planning and execution.
Strong understanding of Earned Value Management to support the accurate reporting of project schedule and budget detail.
Working knowledge of Life Cycle Baseline development, planning, updating.
Knowledge of technical and regulatory framework associated with the LM Program to defend work performed by AS&T Staff.
Ability to lead and provide vision for steady and consistent improvement of the AS&T program and associated projects.
Ability to communicate effectively and regularly with client and stakeholder representatives.
Ability to mentor and develop technical staff under a common program vision.
Ability to mitigate risks effectively through positive decision making and forward-thinking communication.
Technical knowledge, certifications/licenses, and software proficiency required: General computer skills required.
Proficient with Microsoft suit products.
Valid driver's license.
Desirable qualifications, experience, or proficiencies of the ideal candidate: PMP or other PM certification and training is preferred, but not required.
Required Education and Years of Experience: Master's Degree in related science or engineering with a minimum 10 years' experience or a Bachler's with a minimum 14 years'.
Working Conditions and Physical Requirements: Medium Work Category - The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. 
Able to travel on uneven ground for several miles (2-4 miles) per day under adverse weather conditions. Much of the traveling is up and down hills.  Able to work in hot, cold, windy, and sometimes wet conditions.  Able to work alone for several hours per day in the field.
The employee is regularly required handle or feel, to reach, and communicate. The employee is frequently required to move about and maintain various positions. The employee must have the ability to perceive the environment and observe technical material and emails.
