The mission of the Research and Emerging Issues (REI) work unit is to advance policy discussions that inform the Commission concerning current and emerging issues impacting regulated utilities, service providers, and consumers. This work unit accomplishes this mission by initiating, facilitating, coordinating, and performing objective and balanced policy research and education.
The REI work unit exists to provide expert-level professional analysis, technical and policy evaluation, and strategic advice on engineering, economic, financial, and operational policy matters. REI functions to challenge, develop, present and evaluate complex financial, engineering and policy approaches to new and emerging issues in utility regulation. REI functions largely outside of formal legal proceedings and relies on original research, informal negotiations and contacts with regulated companies, members of the industry, other stakeholders, and consultation with peers and colleagues in other organizations across the state and nation. The purpose of the Analyst V position is to provide analysis and research for the Commissioners. This position reports to the Section Chief of Research and Emerging Issues and also works directly with an assigned Commissioner. The unique role of this position is to research novel, emerging and evolving issues in the energy industry by conducting research related to changes directed from legislation and executive orders from the Governor.
The position works as a senior authority to gather information and data with a multi-disciplinary team to analyze regulatory models and principles. The position evaluates emerging issues that could impact traditional public utility regulated markets, related regulatory practices, compliance with Commission orders and rules, and overall attainment of the Commission's mission.
Duties include, but are not limited to: Providing well-supported analyses of issues to inform the Commissioners' decision-making and consideration of the public interest; Functioning as project lead; Synthesizing and summarizing complex information;  Identifying potential issues and performing research to support a policy position; Designing and coordinating Commission educational initiatives (e.g., information sessions, symposiums, workshops, roundtable discussions) on new and emerging issues; Coordinating subject matter expert presentations and information meetings and focusing discussions on the needs of Commissioners; Responding to public inquiries, including those from academic and governmental institutions, regarding energy-related policies and emerging issues; Promoting public awareness and understanding of the Commission's role and responsibilities; Participating in the Commission's non-adjudicatory processes to achieve project objectives and promote the Commission's research agenda; Contributing to Commission documents (Consumer FYIs, briefs and fact sheets, information sheets, draft rules, white papers, etc.); Monitoring and interpreting information from acquired resources to ensure work is met within established time frames, Commission procedures, and the needs of the Commissioners. MINIMUM QUALIFICATIONS (MQs): Graduation from an accredited college or university with a bachelor's degree in accounting, business, economics, engineering, finance, law, mathematics, public administration, public policy, statistics, or in a field of study closely related to the work assignment; AND Four (4) years of progressively responsible, professional* experience in at least one of the following areas focusing on energy policy or energy forecasting in the public or private sector: Business, engineering, and/or policy analysis and research, including gathering information on existing or new regulations to identify and summarize problem areas, issues and/or different perspectives, while providing recommendations;  Analyzing financial and economic information in order to report findings on market trends, rate and/or cost design, management practices. SUBSTITUTIONS: A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;  A master's degree from an accredited college or university in a field of study directly related to the work assignment may be substituted for two (2) years of the required professional* experience; OR A doctorate degree (PhD) from an accredited college or university in accounting, business, economics, engineering, environmental sciences, finance, mathematics, public administration, public policy, statistics, may be substituted for three (3) years of the required professional* experience. *Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. Preferred Qualifications :
Master's degree or higher in accounting, business, business administration, economics, engineering, finance, law, mathematics, public administration, public policy, statistics, or a closely related field; Demonstrated experience leading projects, including identifying scope, tracking timelines, analysis and reporting; Demonstrated experience explaining and breaking down complex, technical concepts into layman's terms; Demonstrated experience making effective presentations to boards, commissions, and elected officials in a public setting; Demonstrated experience working in a high-profile environment, supporting leadership and decision-makers by summarizing situations and/or providing recommendations; Demonstrated experience working in conjunction with or for a utility regulatory agency; Demonstrated experience evaluating public utility practices and policies to summarize operations and provide recommendations; Experience and/or knowledge and familiarity with national, regional and state energy policy;  Experience gathering, researching, synthesizing and summarizing existing financial, policy and technical studies, including technological, economic and policy changes impacting electric and gas utilities.  Required Competencies: The following knowledge, skills, abilities, and personal characteristics are required competencies and may be considered during the selection process (including examination and/or interview):
