JOB SUMMARY Under direct supervision, the Airfield Grounds position performs maintenance of airport runways, taxiways, lighting systems, and grounds. Also, on occasion, may perform inspections on the Airport Operations Area (AOA) in accordance with FAR Part 139 and the Mobile Regional Airport and Mobile Downtown Airport Certification Manuals.
JOB RESPONSIBILITIES Responsible for maintenance and repair of runways, taxiways, grounds, airfield lighting systems, runway & taxiway markings, pavement surfaces, joint repairs, clearing fence lines, and wildlife management. Maintenance includes but is not limited to mowing, weed eating, grading, filling ruts and the layout and painting of airfield markings by operating a paint striping machine.  Operate equipment such as dump trucks, mowers, diesel-powered tractors with attachments, small tractors, riding mowers and other powered landscaping equipment.  Maintain preventive maintenance records and logs for all airport vehicles and airfield equipment.  Perform bituminous and concrete repairs on runways, taxiways, and aprons. Perform joint seal repairs including sawing, routing and installation of hot-application joint seal material.  Operate power sweepers for cleaning of runways, taxiways, and aprons.  Operate backpack blowers, power washers, vacuums and other equipment including the use of all appropriate safety equipment.  Participate in the installation, maintenance, and repair of runway lighting system and associated controls.
Install, assemble, cut and repair chain-link fence, barbed wire and sliding gate sections, both manual and electric.  Install, repair and replace signage, signposts and other support structures.  On occasion, may be required to conduct inspections of the AOA per the Airport Certification Manual (ACM). Inspections will ensure aprons, runways, taxiways, safety areas and airfield lighting comply with FAA Part 139. Log data and prepare reports ensuring repairs or discrepancies are reported and/or repaired properly.  Regular routine attendance at work is required. Must be willing to work in a shift capacity that may rotate or adjust with little notice including weekends and holidays.  Must be able to meet and maintain Transportation Security Administration (TSA) requirements authorizing unescorted access entry to Security Identification Display Area (SIDA).  Perform other job-related duties as assigned.
QUALIFICATIONS Knowledge, Abilities and Skills Knowledge of operations, services and activities of airfield grounds and maintenance programs. Knowledge of materials, methods, practices and equipment used in airfield maintenance, construction and repair activities.  Applicable federal laws, codes, regulations and guidelines pertaining to airfield signs, marking and lighting.  Occupational hazards and standard safety precautions necessary in the management of the work.  Familiarity with CFR Part 139, Part 1542, associated Advisory Circulars, and the Airport Certification Manual desired. Ability to identify airfield maintenance needs and report to supervisor for coordinated action. Provide input to supervisor concerning time, work force, equipment, and materials necessary to perform airfield maintenance assignment.
Assist in the preventive maintenance program for maintenance equipment and vehicles. Ability to operate heavy equipment, lift 50 – 100 pounds and effectively manipulate hand tools. Principles and techniques for patching asphalt and concrete.  Legibly and accurately record information on various report forms.
Must be able to communicate clearly using a two-way radio system.  Read and understand technical manuals, blueprints, wire diagrams and schematics. Basic electrical/electronic operating principles pertaining to airfield lighting systems. Work with electrical circuits up to 13,800 volts.  Establish and maintain effective working relationship with those contacted in the course of work. Ability to communicate effectively both orally and in writing.  Familiarity operating computers and other office equipment such as printers, copiers, and calculators.
Education/Experience/Training High School diploma or GED is required. Two years of airfield maintenance to include experience with airfield lighting systems and two years' experience in automotive or heavy equipment operation and maintenance desired.   Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
Licenses and/or Certifications Possession of or ability to obtain a valid Alabama driver's license and be insurable.
Physical Requirements Maintain physical condition appropriate to the performance of assigned duties, which may include the following:
walking, crouching, crawling, kneeling, or climbing moving tools and equipment operating tools and equipment lifting heavy objects Maintain effective audio-visual discrimination and perception needed to:
operate assigned vehicle and equipment to include radios read and interpret sketches, diagrams and blueprints reading and writing Perform work under extreme temperatures and during adverse weather conditions.  Effectively deal with personal danger, which may include exposure to high electrical voltage, working around light and heavy machinery and exposure to the noise of a flight line environment.
