Summary/Objective Provide the financial accounting and administration of Department grants, cooperative agreements and federal contracts.
Essential Job Duties Manage financial activities for grants and contracts from multiple federal agencies, including budget development, cost review/analysis/forecasting, making claims, and financial reporting. Monitor federal account balances and propose strategies to ensure maximum use of available funds. Ensure data integrity of expenditure records for grant cost documentation, internal financial reporting, and federal/state audits. Maintain knowledge of current federal assistance rules and regulations for multiple federal agencies. Develop and implement internal processes to enhance compliance and make recommendations for related department policies and procedures. Monitor revenue received throughout the year, provide related analysis and recommendations for management. Advise grant project leaders on budget development, application requirements, expenditure review/analysis, and report preparation. Provide project leaders with periodic status reports and related recommendations. Coordinate federal grant application process and submit final documents to federal agencies. Review federal awards for accuracy and to ensure compliance with all terms and conditions. Maintain working relationships with a variety of federal contacts. Work with a variety of external/regulatory agencies, including state and federal auditors. Prepare related financial information, including the department's annual SEFA (Schedule of Expenditures of Federal Awards) for the State Auditor's Office. Respond to related requests, as necessary. Ancillary Job Duties Maintain frequent contact with various federal agencies' staff for new information exchange and project submissions and attends USFWS and USFS multi-state regional federal aid conferences, as offered. Participate in and contribute to process improvements. Occasional overnight travel required. Education and Experience Bachelor's Degree in Accounting, Finance, or Business Administration or closely related field. At least three to five (3-5) years of progressively responsible professional experience. Must maintain a valid, current driver's license. Knowledge, Skills and Abilities Knowledge of General Accounting Principles. Knowledge of complex processes and federal rules. Ability to analyze financial data on multiple projects with a high degree of accuracy, often requiring a quick response. Ability to use provided computer technology to enhance the quality of work and programs. Ability to keep focused on understanding, anticipating and responding to the needs of customers. Ability to administer financial resources in a manner which instills public trust and accomplishes the Department's mission. Ability to make independent decisions and act quickly and decisively on the determined course of action. Ability to establish and maintain effective working relationships with members of all types of groups, Department staff and the general public. Ability to work effectively as a team member and assist in resolving conflicts. Ability to effectively communicate orally and in writing with Department personnel and the general public. Ability to develop and present programs to individuals and groups. Work Environment Regularly work in a standard office environment. Physical Abilities Remain stationary up to 70% of the time. Regularly communicate and exchange accurate information. Constantly operate a computer and other office productivity machinery. Frequently communicate and exchange accurate information. Clarity of vision at 20 feet or more. Clarity of vision at 20 inches or less. Regularly lift up to 10 pounds. Regular attendance is a necessary and essential function. Exemption Status/Special Notes This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
