The Position


Job Appointment: Full-Time
Work Schedule: Monday - Friday, 8 am-5 pm. An alternate schedule may be available.

The City of Portland is currently seeking a Right of Way Agent II to join the Portland Bureau of Transportation (PBOT). A Right of Way Agent II leases property and works with property owners to facilitate vacating streets, research property ownership and rights, and negotiate with property owners to acquire a wide range of property rights for public projects. What you'll get to do:

Utilize excellent customer service when working with the public. Develop and maintain relationships with City partners and Commissioners staff. Develop and maintain bureau real estate management records. Utilize technological tools (such as GIS applications) to increase productivity and effectiveness. Research public deed records. Write basic legal descriptions and prepare/record conveyance documents. Prepare and negotiate lease agreements. Negotiate for the acquisition of property rights. Prepare valuation reports used to administratively establish Just Compensation for non-complex acquisitions. Who you are:

To Qualify


Applicants must meet each of the following minimum qualifications. Describe in their cover letter and resume how their education, training, and/or experience, meets each of the following minimum qualifications: Experience utilizing strong customer service skills and the ability to implement effective conflict resolution techniques. Experience and ability to handle several projects at once while meeting assigned deadlines. Ability to use City-specific technology and general office software, including Outlook, Word, Teams, and Excel. Knowledge of public records researching tools to locate deeds, easements, maps, and plats. Knowledge of the types of information that title reports, appraisals, surveys, and legal descriptions contain. Knowledge of applicable laws and regulations related to property and easement acquisition and disposal. Applicant must also possess:

An Oregon Notary Public Commission: more information on how to obtain Valid State Driver's License & acceptable driving record Must place any active real estate appraisers or brokers licenses on inactive status prior to first day to avoid conflict of interest. Although Not Required:
An Ideal Candidate will have strong negotiating skills and direct experience or transferable experience in the acquisition or disposition of property rights.
