The WSLCB Enforcement and Education Division is announcing an exciting opportunity for an

Administrative Regulations Analyst 4

position located in Western Washington. This position can be located in the following counties: Clallam County, Clark County, Cowlitz County, Grays Harbor County, Island County, Jefferson County, King County, Kitsap County, Lewis County, Mason County, Pacific County, Pierce County, San Juan County, Skagit County, Skamania County, Snohomish County, Thurston County, Wahkiakum County, and Whatcom County. This position represents the Liquor and Cannabis Board's education team and reports directly to the Education Program Manager. This position is involved in education of Washington state liquor, tobacco, vapor and cannabis laws, educating licensees and their employees, and investigating regulatory allegations for educational purposes.

The Administrative Regulations Analyst 4 is the first-line supervisor of the Administrative Regulation Analyst 3 (Compliance Consultants) positions. This position assigns, schedules, evaluates, and conducts performance management of subordinate staff.

Some of the duties you will perform are:

Provides expert level direction, advice, training and assistance to ARA 3's and other staff within the Enforcement and Education Division. Ensuring staff follow agency and division policies when performing their duties.
Conducts performance management of subordinate staff. Provides expectations and evaluates staff, mentors, trains, counsels, and performs corrective and disciplinary action, if needed.

Assigns staff to support education projects and manages project timelines. Provides updates on projects and education data to Education Manager and Command staff as requested.

Coordinates, monitors, and evaluates consultant's outreach expectations and measurables set by the education program.

Investigates complaints from licensees, other agencies, and the public, regarding conduct and behavior.

Assesses training needs of staff and arranges for/or provides instruction. Resolves staff issues, recognizes employees, issues corrective action, to include counseling, mentoring, and coaching employees on work-related activities and career development.

Supervises pre-scheduled field visits to licensed cannabis producers, processors, retailers, transporters, registered cooperatives, and certified laboratories.

Supervises the scheduling and completion of initial meetings to explain the licensee's rights and obligations; walks through the licensed location to identify and evaluate the licensee's workplace hazards and to view potential public health and safety concerns, and discusses conditions noted during the visit and offers recommendations and confirms compliance with laws and rules. Supervises consistency of education through verbal and written communication, and consistent distribution of educational material as appropriate.

Supervises the consistent education between consultants statewide, and makes sure consultants work with officers to identify messaging discrepancies between officers and consultants. Issues will be escalated to the Education Program Manager if messaging and discrepancies cannot be resolved.

Supervises the organization and best practices of scheduled inspections of licensed establishments, registered cooperatives, and certifie

d laboratories that check for compliance with state laws and provides technical assistance as necessary.

As a result of assisting with education-based complaint investigations or discontinued business reports, the position writes reports of findings, creates exhibits for hearings, and assists in presenting cases to a board, commission, or administrative law judge when necessary.

Self-initiated work based on inspections, and strategic goals/plans, including preparing and completing comprehensive reports, and data entry tracking into the agency records management system. Identifies education needs and writes education proposals.

Completes timesheets and submits to supervisor. Attends, and participates in office and regional huddles, Leads team meetings and committee assignments. Responds to emails, phone messages, mail, and assists other agency divisions.

In addition to the creation of educational content; compiles information, and aids in the creation of bulletins, articles, and publications for the benefit of the agency and the stakeholders.

Required Qualifications:

Seven years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
OR
Associate's degree involving major study in public or business administration, journalism, communications, writing, English, or a closely allied field,

and

five years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
OR

Bachelor's degree involving major study in public or business administration, journalism, communications, writing, English, or a closely allied field,

and

three years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
OR
Master's degree involving major study in public or business administration, journalism, communications, writing, English, or a closely allied field,

and

one year of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.

AND

Required experience must include one or more years of experience as a compliance consultant (ARA 3) with the Washington State Liquor and Cannabis Board
OR

One or more years of experience as an Enforcement Officer with the Washington State Liquor and Cannabis Board
