Mid-America Regional Council (MARC) is seeking a qualified individual to serve as an Administrative and Fiscal Assistant in the Early Leaning department. The Administrative and Fiscal Assistant performs fiscal, administrative, and crucial program operations tasks for the department, which provides comprehensive early learning services and contracts in the community.

ABOUT THIS POSITION
The Early Learning Administrative and Fiscal Assistant provides critical administrative support to the department, program directors and program managers by performing a variety of complex fiscal, technical, and administrative duties. Work requires a significant amount of independence, sound judgment and the ability to multi-task and set priorities for a variety of projects and tasks. The position performs accounting and financial duties associated with purchases and department budget monitoring, manages contracts, provides administrative support to multiple committees, and handles arrangements for meetings and events. Knowledge and understanding of current policies, procedures and regulations is important in order to manage responsibilities efficiently and accurately.
The Early Learning Administrative and Fiscal Assistant is responsible for communication and coordination with internal MARC staff members and serves as a liaison with outside agencies and the public. This position ensures the efficient operation of the Early Learning department and the Head Start program by performing duties within the guidelines, policies, and procedures of MARC.What you'll do
Financial Management
Prepares purchase orders, tracks expenditures, and prepares other financial information for provision to the Finance Department.Coordinates travel arrangements for staff and partner agency staff, including completing required documentation; reviews returning documentation for completeness and compliance with MARC and federal policies; and submits for reimbursement.Performs key accounting functions on day-to-day vendor invoices and contractor payments; processes credit card transactions, enters transactions in GP accounting software and creates A/P packets with invoices/GP reports/backup documentation. Accounting Support Maintains working knowledge of projects and budgets and stays in compliance with grant guidance and MARC polices to ensure good stewardship of funds.Provides technical assistance to Tier I and II direct service providers and individual contractors related to fiscal matters. Contract Management CoordinatorMonitors timelines for contracts and initiates the addendum and renewal process.Consolidates input from Early Learning program managers and the grant manager and makes annual updates direct service providers, agencies and individual contractors contract documents for review and approval by the Early Learning/Head Start director. Procurement CoordinationCoordinates purchasing activities for equipment, furniture, and supplies, which includes obtaining bids/quotes, placing orders, accepting delivery, and disseminating products.Ensures compliance with MARC and federal purchasing protocols, including facilitating Board approval when required.  Provides guidance to staff on the procurement methods and accounting policies (Davis Bacon and other federal requirements). AdministrativeCoordinates meetings and events; creates meeting agendas, meeting packets, meeting minutes, correspondence, reports, coordinates meeting logistics, secures needed resources for meeting attendees, manages annual Head Start calendar.Assists in creating Head Start staff or parent communications including presentations, memos, reports, newsletters and other types of correspondence.Prepares agenda items for the MARC Board of Directors regarding contracts, amendments, and other procurement items that are $50,000 and above.Other duties as assigned. Basic requirementsHigh school diploma or equivalent. Some college or a bachelor's degree preferred. Any equivalent combination of knowledge, skills, education, and experience may be considered to meet minimum qualifications.Previous experience coordinating contracts and working with a purchasing process, preferably associated with federal programs or grants.SALARY AND BENEFITS
Starting salary for this position is from $44,600 to $56,850 per year, depending upon qualifications. MARC offers an attractive team-oriented work environment along with a competitive fringe benefit package. MARC offers employees the flexibility to work remotely for up to two days per work week.
