This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace) . **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


The Accounting and Finance unit exists to perform general fiscal oversight and management for the Department. The unit is charged with providing management, timely, accurate and relevant physical data required to effectively manage the programs operating within the department. Additionally, this unit is responsible for fiscal analysis and projection, financial reporting and the management of fiscal operations for the department and its staff. This unit works closely with the Accounting unit by providing fiscal information to complete payments and accuracy of financial information upon entry into the State accounting system.


Accounting Division: The divsion exists to perform general accounting and financial reporting functions for the Department of Early Childhood and to be of assistance to the management of all programs within CDEC, the State Controller's Office, the Federal government, county departments, Office of the State Auditor, Federal auditors, and others in need. Generally, this unit is responsible for providing accounts payable, account receivable, cash management, cost accounting, grants accounting, payroll and timekeeping, and financial reporting functions as required to meet the department's needs. In particular this unit is responsible for the following services:

Making payments to clients, staff, providers, and other vendors and recording the corresponding expenditures; Providing financial information to management and budget and serving as a resource to Program Administrators for policy, budget and planning for the future Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required as well as ad hoc reports; Recording Federal expenditures and revenue for grants and providing financial reports to the Federal government and other grantors; Accounting for the State's capital assets by recording in the fixed asset system and monitoring the inventory; Providing payments to the county departments, recording and reporting their expenditures in the State's accounting system; Allocating costs for the purpose of providing information, determining charges for services, reviews and assist the Department federal indirect cost plan, assigning indirect costs and capturing revenue Ensuring audit compliance and coordination with auditors from the State and Federal governments; Ensuring that State systems capture the financial information needed for county reimbursements and claiming federal funds Reconciling all of the systems data to insure complete and accurate information; Establishing accounting services for programs. Description of Job
This is an accounting technician position that generates and compiles all the accounts payable and reporting functions for all CDEC programs. The position will be responsible for understanding and maintaining the payment processing for accounts and records in CORE. This position exists to serve to perform accounting vouchering functions for CDEC. An Accounting Technician is heavily oriented and involved in transactions.



What you'll be doing: Position is responsible for assisting in reviewing incoming payments for the appropriate approval, coding, and the additional supporting documentation required for entry into CORE. Review and revise procedures, job aids and forms for entering various accounting data entry into CORE. Post approved accounting entries into in CORE according to appropriate procedure for each entry type. Review CORE transactions to make sure timely approval for payments. Verify and process warrant issues, such as cancelations or missing payments. Serve as the liaison for processing and timing for accounting transactions. Responds to inquiries regarding accounting transactions in a timely manner. Compiles supporting documentation and correspondence. Review data from the CORE system, and correct errors as necessary. Prepare financial transaction tracking reports. Utilize spreadsheets to manipulate, enhance, and combine the elements and different levels of detail present in CORE to assist tracking. Prepare ad hoc reports. Compile a workflow reference guide for tracking timely transaction processing. Execute year end closing of all CDEC accounts completing timely transactions. Ensuring pending transactions are resolved by period 13 close. Assist in the preparation fiscal year-end accruals. Annually update all program desk manuals and work process documentation related to the position. Perform other duties as assigned Review and recommend new or revised internal operating processes and procedures. Participate in training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent Accounting in various standing or ad hoc financial meetings Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: Three years of *technical accounting experience. This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement.
Technical Accounting is defined as accounting processes that record, classify, verify, and report information related to financial transactions. College or university course work in finance, accounting or other business related fields may substitute for the experience on a year for year basis. Preferred qualifications : Experience working with the State of Colorado Operations Resource Engine (CORE); Proficient in 10-key; Knowledge of debits and credits; Proficiency in Microsoft Excel; Bachelor's degree in Business Management, Business Administration, Finance, Accounting or a closely related field of study; Relevant years of state service. Highly Desired: State of Colorado accounting experience including CORE DEFINITION OF PROFESSIONAL EXPERIENCE:
Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
