The Accounting Manager will report directly to the Director/CEO and be the primary liaison and will work closely with the company's CFO and accounting team in their Washington, DC office. This role also will work in close collaboration with the project-based teams and will provide financial and accounting support for research projects. The Accounting Manager is responsible for providing financial, administrative, and clerical services that include processing and monitoring payments and expenditures.
It is essential that Financial Specialists have a thorough understanding of federal regulations governing unallowable, direct and indirect costs as described in OMB 2 CFR 200, the Federal Acquisition Regulation, and the Defense Federal Acquisition Regulation Supplement. Providing financial, administrative and clerical services in an effective and efficient manner will ensure that the company finances are accurate and up to date, that company personnel are reimbursed in a timely and appropriate manner, and that vendors and suppliers are paid within established time limits, consistent with the company, federal, and other sponsor regulations, policies, and terms.
RESPONSIBILITIES Work in partnership with the project-based teams in performing post-award activities to safeguard project funds, assist with financial compliance issues and perform periodic review of sponsored project costs. Complete payments and controls expenses (i.e., receiving, verifying, and reconciling invoices consistent with company and sponsor policies, transmitting positive pay data to bank). Charge expenses to accounts by analyzing invoice/expense reports. Prepare wire transfers. Prepare and process desktop and cash deposits. Review and file business property tax and quarterly sales and use tax report. Review and approve employee expense reports and requests for advances. Manage accounts payable process, including review and maintain contracts. Schedule and make timely vendor payments and resolve payment discrepancies. Reconcile vendor accounts and process expense reimbursement payments. Monitor subcontract invoices. Provide administrative support to ensure effective and efficient administrative operations, including maintaining a system for organizing and securing financial documents. Review annual 1099 filing. Maintains and updates equipment detail and project property spreadsheets. Monitor debt levels, debt covenants and ensure timely debt payments. Arrange for debt and equity financing. Monitor cash balances, maintain petty cash and cash forecasts. Work closely with outsourced accounting team to complete monthly financial tasks. Assist outsourced accounting team with annual audit. Manage processes for financial forecasting and budgets. Prepare Negotiated Indirect Cost Rate proposal Determine taxability of certain payments and reimbursements, including payments to non-resident aliens Perform other related duties as required. Qualifications and Skills BS/BA in Accounting, Finance, or relevant field Solid knowledge of basic and advanced accounting and finance principles and practices (GAAP) required Knowledge of budgeting and forecasting Proven experience as accounting specialist or similar role Experience with federal grants and contracts required. Experience with modern cloud-based accounting software, like Sage Intacct or similar, preferred Strong skills with Microsoft Office Suite, including Word, Excel, and Powerpoint Strong attention to detail Strong organizational and communication skills Ability to handle sensitive, confidential information Benefits of working as a Accounting Manager in Fairfax, VA:
