**Job Description:**
We are seeking a dedicated and skilled professional to join our dynamic team in the Bureau of Finance, working on an exciting project called Partner Up. Reporting to the Finance Director, this role involves performing crucial accounting, auditing, and reconciliation tasks essential for the effective administration of the program.
**Responsibilities:**
**60% - Supervision and Project Management:**
- Supervise and oversee project accountants and auditors, ensuring accuracy, consistency, and efficiency in their work.
- Communicate effectively with program staff and management, providing regular updates on project status and results.
- Use professional judgment and critical thinking skills to resolve questions and make prompt decisions.
- Direct the work of project accountants and auditors, ensuring adherence to project deadlines.
- Collaborate with program, accounting, and IT staff to implement best industry practices and processes.
**20% - Design and Implementation:**
- Design, implement, and maintain new accounting review tools and templates for financial reviews and analyses.
- Determine tools and templates needed for contract and payment reviews.
- Train and oversee the use of new tools, ensuring their effectiveness.
- Develop processes for retrieving and saving necessary documentation and records.
- Provide technical assistance and make improvements to tools as needed.
**20% - Financial Analysis and Reconciliation:**
- Analyze and reconcile financial records and data related to Partner Up program.
- Review and evaluate written contracts and contract terms among child care providers, businesses, parents, and DCF.
- Independently review and conclude on contract and payment data, providing detailed recommendations for discrepancy resolution.
- Utilize advanced Microsoft Excel skills for efficient and consistent reviews, calculations, analyses, and comparisons.
**Knowledge, Skills, and Abilities:**
- Independent problem-solving skills for complex accounting issues.
- Advanced knowledge of Microsoft Excel, including vlookup, xlookup, concatenate, and "if" formulas.
- Basic skills in Microsoft Access and/or Mail Merge.
- Strong analytical skills to handle high volumes of detailed accounting and contract data.
- Ability to establish and maintain effective working relationships.
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP).
- Effective communication skills for professional correspondence with coworkers, clients, and management.
