Organizational Unit Overview: The ECU Health Financial Management & Reporting unit (the "Unit''), a part of the University's Division of Administration and Finance, is responsible for all financial accounting and budgeting for all funds sources within the ECU Brody School of Medicine and ECU Health Physicians, including State appropriated funds, indirect funds, institutional trust funds, contract funds, clinical funds and foundation funds. In addition, the Unit is responsible for medical contract management, and provides system accounting and financial reporting support to the School of Medicine. On a cash accounting basis, total revenues and expenses for the School of Medicine and its faculty practice plan were approximately $350 million in FY 2023. The ECU Medical & Health Sciences Foundation, the philanthropic arm of the University supporting the entire Health Sciences campus, administers over $75 million in total assets and provides approximately $3 to $4 million in annual programmatic support to the Health Sciences campus.
As a division level office, the Unit supports and has division-level approval authority for financial transactions for the Brody School of Medicine. The unit is committed to providing continued support of the School by offering outstanding service by accounting and finance professionals who are knowledgeable and dedicated. Within the Unit, the Office of Financial Accounting is responsible for the general ledger and cost accounting functions for the entire division. This includes a variety of funding sources: clinical operations, State, indirect, and special funds. The general ledger accounting functions include management reporting and financial analysis; processing of journal entries in the Banner accounting system; division-level review of purchasing and other expenditures; all bank reconciliations, internal account reconciliations, and all special fund accounting for the division; review of ProCard usage; and acting as the divisional contact for university-level offices. Cost accounting represents all functions surrounding the Medicare and Medicaid cost reporting, including the annual preparation of the Medicare cost report which is furnished to ECU Health Medical Center for their use in preparation of their annual reporting, as well as other management reporting. The Medicare and Medicaid cost reports are critical for generating revenues for ECU Health Physicians and the Brody School of Medicine. In addition, the unit provides procedural support and training for Brody School of Medicine departments on effort reporting, journal entries, purchasing and other accounting function. Job Duties : As Director of Financial Accounting, the successful candidate should: Provide oversight of the planning, organization, and administration of the functions of the Brody School of Medicine (BSOM) Office of Financial Accounting which include, but are not limited to, general ledger accounting, management reporting, providing supporting information to ECU Health Medical Center for Medicare and Medicaid cost reporting, reconciliation functions, and special/indirect fund accounting. Perform division-level review of purchasing and other expenditures and provides procedural support and training for BSOM departments on effort reporting, purchasing and other accounting functions. Develop and implement administrative processes and evaluate their effectiveness, as well as work to identify areas of potential increased efficiency and implement changes as needed. Collaborate with health system colleagues to align financial reporting on a modified accrual basis of accounting and generating financial reports used in the strategic decision-making process. The position will also play an ongoing role in the quarterly reconciliation and internal allocation of funds flow between the Brody School of Medicine and ECU Health Be responsible for all accounting and financial administration of the ECU Medical & Health Sciences Foundation, Inc. (d/b/a ECU Health Foundation) including: General/fund accountingBudget managementTax preparation and complianceCoordination of the annual external audit(s) Provide direct financial services support to the President of the Foundation and Chief Philanthropy Office for ECU Health, as well as the Foundation board of directors ECU Health Foundation's Joint Operating Committee. Resolve problems, answer questions, interpret existing policies and procedures, and implement new policies and procedures for all areas and funding sources. Develop and implement policies and procedures that assure strong internal controls, as well as efficient and effective operations. Foster positive and effective communication with, and support of, the Brody School of Medicine departments through the various financial accounting and reporting services provided. Ensure that all Federal, State, Foundation, Association, and University requirements/standard practices/policies are being followed, and that all financial statements and financial reports accurately reflect the activity and balances for the Brody School of Medicine and the ECU Medical & Health Sciences Foundation Serves as a key resource in the development and implementation of university-wide policies and procedures for areas encompassed within the umbrella of BSOM Financial Accounting Interact with internal and external individuals, groups, agencies, the donor public, administrators, faculty, staff, and students, etc. with outstanding communication skills that enable the leader in this position to clearly articulate complex financial information in a manner that is succinct and understandable. Be responsible for coordination of all personnel actions within the Office of Financial Accounting, which includes 6 staffed positions. Attend conferences, classes, and seminars to stay current on accounting standards, and not-for-profit accounting systems and policies. Manage or participate in special projects and analyses that require data collection, analysis, and reporting designed to provide management with critical information used in decision-making for operational changes in the division or in departments that impact financial accounting policies or procedures. This position may be eligible for Flexible Work Arrangements (FWA) under the East Carolina University (ECU) FWA Policy.
In accordance with the ECU FWA Policy, this position requires you to live within a reasonable commuting distance of ECU. Minimum Education/Experience : Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment with 12 credit hours of accounting coursework and three years of professional accounting experience, of which at least one is supervisory: or equivalent combination of training and experience. Some positions may require additional credit hours of accounting coursework. All degrees must be received from appropriately accredited institution
License or Certification Required by Statute or Regulation : None
Preferred Experience, Skills, Training/Education : Master of Business Administration or Master of Accounting is preferred. CPA license and/or in-depth knowledge of healthcare administration and not for profit accounting is desired.
