This position requires the employee to be in the office a minimum of three days out of the work week with a total of twelve work hours completed at the office to perform their job duties. Additional work hours may be required outside of normal working hours during the months of August and September to meet end-of-year reporting requirements and fiscal year budget setup.

General Description Performs routine (journey-level) accounting work. Work involves preparing and maintaining time and leave records for agency personnel. Provides assistance with time and leave entries to agency personnel and assists supervisors with time management approvals. Assists the Payroll Officer with maintaining financial reports and schedules related to time and leave. Serves as the backup to the Payroll Officer, Travel Coordinator and Texas Identification Number System (TINS) Coordinator. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Director of Financial Operations.
Principal Duties and Responsibilities 40% Time and Leave: Prepares, reconciles, and maintains time and leave data and records. Assists agency personnel with time and leave entries in Centralized Accounting and Payroll/Personnel System (CAPPS). Assists supervisors with time management approvals and corrections. Prepares and coordinates monthly notifications for time certification, time and leave entries, and approval. Provides Human Resources with customized time and leave reports. Maintains confidentiality. 25% Payroll: Serves as the backup to the Payroll Officer. Assists the Payroll Officer in preparing monthly payroll and supplemental payrolls. Maintains confidentiality. 10% Financial Reporting: Prepares, reconciles, and maintains schedules, financial statements, financial reports and excel spreadsheets for time and leave. Assists the Payroll Officer with preparing financial records and reports for payroll. Assists the Travel Coordinator with preparing financial records and reports for travel. Maintains confidentiality. 10% Travel Coordinator: Serves as the backup to the Travel Coordinator. Assists the Travel Coordinator in reviewing travel reimbursement requests and preparing vouchers for employee or board member reimbursement. Maintains confidentiality. 10% Texas Identification Number System (TINS) Coordinator: Serves as the backup to the TINS Coordinator. Assists the TINS Coordinator in preparing documentation for TINS entry. Coordinates with accounts payroll and treasury as needed to prepare TINS entries. Maintains confidentiality. 5% Other Duties Assigned. Education Graduation from an accredited college or university with an associate degree in accounting or finance is required. (Substitution allowed). Graduation from an accredited college or university with a bachelor's degree in accounting or finance is preferred. Experience Three years' experience with bookkeeping, accounting or finance is required. Three years' experience with bookkeeping, accounting or finance in Texas state government is preferred. Experience with Microsoft Excel, Word, PowerPoint, Outlook and Teams is required. Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred. Experience with Uniform Statewide Accounting System (USAS) preferred. Experience with Texas Identification Number System (TINS) preferred. Substitutions An additional one year of experience with general financial/accounting functions, financial reporting or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 60 semester hours (two years). For example, an additional two years' experience in bookkeeping or accounting functions, for a total of five years professional experience, would substitute for the associate's degree and meet the work experience requirement.
