MULTIPLE OPENINGS AVAILABLE

The City of Bloomington is seeking an individual to provide office and field support for the Customer Service Section of the Utilities Division. This position will provide Right-of-Way (ROW) permit issuance and inspections. Provide the public with interpretation of City Codes, state and national utility construction and alteration standards assistance to local and state agencies, residents, business owners, contractors, and developers, as they apply to specific projects. Review plans and coordinate construction of utilities that connect to City utilities to conform to City Ordinances and regulations and to keep precise and accurate records. This position will also involve utility billing technical assistance in the areas of utility accounts, meter reading, utility locating and infrastructure records.

Ensure City, State and Federal standards and requirements are followed, such as pothole, depths and widths, proximity, etc.* Assist with field tests (conduct, observe and document), such as: mandrel, hydrostatic, air, conductivity and bacteriological* Assist in the review of development plans and shop drawings submitted by developers to determine whether all piping, valves, meters, manholes, and clean-outs meet the specifications and regulations and are being placed in the most desirable locations. Establish utility metering requirements based on development uses and needs* Assist with report and documentation regarding utility installations, abandonments and repairs work performed on sewer, water and storm sewers on private commercial developments, including manhole ties, gate valves and curb stops* Process, distribute and perform locate tickets requests from the Gopher State One-call system* Communicate and coordinate with Utility Division O & M staff regarding meter maintenance, programs and customer service needs* Ability to complete multiple projects and/or work activities with competing deadlines and may set some priorities for the completion of work* Inspect restoration of public right-of-way and items for ADA compliance, including updating City GIS pedestrian ramp inspection records.* Respond promptly to customer inquiries and concerns and develop appropriate solutions to those inquiries* Keep supervisor promptly informed of unique developments in areas of accountability* Perform other duties as assigned or apparent

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

* Ability to perform the physical elements of the essential functions of the position* Ability to maintain effective working relationships with residents and business owners, contractors, developers and other City employees, verbally and in writing* Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction* Ability to maintain a professional, positive, and courteous working relationships with Utility customers, co-workers and the contract meter reading service to ensure meters are read accurately and all tasks are accomplished in a timely manner* Ability to retrieve, analyze, and understand the utility billing and consumption data related to water production for the keeping of accurate and thorough records* Ability to review and inspect permitted ROW work to ensure work and materials are installed, completed and consistent with codes, standards, and regulations* Knowledge of applicable state, federal and local laws, rules, ordinances, and regulatory standards applicable to the right of way* Ability to assist and perform technical analysis of utility customers by providing advanced troubleshooting services relating to problems such as; low water pressure, chronic sewer problems and other unique utility service scenarios* Skilled in reviewing account details for utility billing regarding current future status impacted by development proposal* Ability to manage and maintain accurate records and ensure records are complete and comprehensive, and readily understood by those using them* Ability to utilize technology and tools for operational analysis, such as; digital data loggers, Global Positioning Systems (GPS), Korterra GSOC, digital camera's, and GIS to conduct daily duties* Ability to act as liaison to public and private entities for dissemination of Utilities information, including, but not limited to presentations to educational institutions and professional organizations* Ability to temporarily assumes the responsibilities of the Senior Utility Service Specialist as required or directed

MINIMUM QUALIFICATIONS

* High school graduate (or GED) with either a Certificate of Completion or an Associate's degree in utilities operation and maintenance, construction management or engineering related program* Knowledge of record keeping, report preparation, filing methods, records management techniques, and open records regulations* Working knowledge of utilities' industry software, such as: GIS, CMMS* Knowledge of the geography and street locations in the City of Bloomington* Valid Minnesota driver's license

DESIRABLE QUALIFICATIONS

* Bachelor's degree in public administration, construction management, a technical or science-related field or a two year civil or construction technology degree* Working knowledge of Bloomington Public Works' customer service procedures* Advanced working knowledge of computer/software training or experience such as: KorTerra, GSOC, Cityview, Bluebeam, AutoCAD, and Cogsdale* Additional continuing education related to Public Works, Utilities, Engineering and Science, such as: Public Works Administration certificate, the Hamline Supervisory Leadership Series certificate, Underground Utility Construction Inspector School certificate, similar educational training* Experience performing duties that include inspection, processing of right-of-way permits, construction plan reading, surveying, traffic plan review, right-of-way review and or design* Knowledge of Public Right-of-Way Accessibility Guidelines (PROWAG) and other relevant Americans with Disabilities Act (ADA) requirements* Advanced knowledge of Municipal and State codes pertaining to utilities and National Standards for Utilities

Anticipated Hiring Range: $34.19 - $36.28 Hourly

2024 Full Salary Range: $34.19 - $45.59 Hourly
