JOB SUMMARY
Under the direction of the Transportation CTM, the Transportation Operation Specialist 2 will perform a wide variety of duties in the training, recruiting, hiring, support, coordination, planning, and evaluation of the Transportation Department. The Operation Specialist will assist the Transportation CTM in developing and monitoring bus routes to transport students to and from school in a safe, cost-effective, and timely manner. Operational Specialist will assume daily the operational oversight of a transportation terminal or satellite depot. Manages the terminal support staff daily, as well as micro drivers' transportation attendants and bus drivers.
MAJOR DUTIES & RESPONSIBILITIES
1. Coordinate the daily operations of the transportation terminal or satellite hub. Supervise the routing of daily home-to-school routes for regular and special needs programs to ensure safety and compliance. Provide
support for dispatch and routing requirements. Operate bus routes as required.
2. Receive, analyze, and respond to bus driver complaints from community patrons, school staff, and others. Receive, analyze, and respond to complaints from drivers regarding schools, bus stop locations, and bus
routes; manage route and time changes to ensure contract compliance and routing efficiency.
3. Address emergencies, incidents, or requests for aid from bus operators. Help during inclement weather conditions as necessary, along with coming in or staying past shift time to do road inspections.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
4. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. Enforce and maintain safety standards that conform to state, federal, and insurance
regulations and develop a preventative safety program. Interact with parents and student advocates of students with disabilities to define and implement services addressing the unique needs of each qualifying
student by attending Admission, Review, and Dismissal (ARD) meetings as required and providing input on Student's Individual Education Plan (IEP), Behavior Intervention Plan (BIP) pertaining to transportation
needs.
5 Review video of school bus incidents, meet with drivers to determine factual conclusions for resolving conflict or recommending disciplinary action(s) OR investigate, problem solve, and process bus discipline
referrals using the department's discipline process. Under the Transportation CTM or Executive Director's guidance, analyze and document incidents relating to staff complaints and communicate findings. Ensure that transportation critical performance indicators data is collected and recorded accordingly and promptly. Schedule periodic school site visits and road observations of drivers/monitors to ensure compliance with established procedures.
6. Performs other job-related duties as assigned
EDUCATION
High School Diploma or GED Required
WORK EXPERIENCE
3 to 5 years of K12 transportation management experience or management experience. Serving as a lead driver or in a transportation safety role for the HISD Transportation department can be equivalent to six months to one year of driving experience required; three or more years of successful transportation driving experience is preferred.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
• Texas Commercial Driver License (CDL), Class A or B, with P and S endorsements or must be able to attain within 120 working days from hired date.
• Ability to pass an Annual Physical per Department of Transportation (DOT) Texas School Bus Driver Certification or obtain it within 120 working days from date of hire.
• Ability to pass U.S. Department of Transportation alcohol and drug tests.
• Ability to pass criminal history check and Motor Vehicle Record check.
• Texas Association for Pupil Transportation Certification (TAPT) Certified or willing to obtain certification as Pupil Transportation Official, Supervisor, Specialist or Trainer.
• Must complete Supervisor Training- Drug Detection and Deterrence as required by CFR 49 Part 40 within one year of employment.
• Must complete a two-day Vehicle Collision Investigation through TASB within one year of employment.
LEADERSHIP RESPONSIBILITIES
Accomplishes many work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting, and ensuring the application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input on hiring, performance, and budget.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work is non-standardized and widely varied, involving many complex and significant variables, including time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice, and feedback.

Advises on budget development for the department.
PROBLEM SOLVING
Decisions are made on routine and non-routine matters with some latitude but are still subject to approval. The job is occasionally expected to recommend new solutions to problems, improve existing methods, or generate new ideas.
IMPACT OF DECISIONS
Decisions majorly impact multiple divisions of the organization and may affect the general direction of HISD. Errors may cause continuous adverse influence on the organization's future operations, involving important customer commitments, organizational liability, and other issues that may appreciably affect future costs.
COMMUNICATION/INTERACTIONS
Collaborate and solve problems - work with others to resolve issues, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior-level professional staff, and managers.
CUSTOMER RELATIONSHIPS
Regularly assesses and diffuses complex and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meet the customer's needs within HISD's policies and guidelines.
WORKING/ENVIRONMENTAL CONDITIONS
Work is typically performed in a typical interior environment, not subjecting the employee to hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.
