Position Summary & Responsibilities: This position will remain posted until filled. Location: Topeka field office located in Shawnee County, Kansas. The National Flood Insurance Program (NFIP) specialist works as part of a team to conduct work activities to complete the Federal Emergency Management Agency (FEMA) Community Assistance Program - State Support Services Element (CAP - SSSE) grant requirements. Work includes offering floodplain management and flood insurance assistance to community personnel and the general public. Developing and applying technical knowledge to problems encountered by communities and the public attempting to comply with NFIP requirements relating to rules and regulations for floodplain development projects and aid the public in obtaining and understanding available flood hazard information.
Community and Public Assistance: This position offers floodplain management and National Flood Insurance Program (NFIP) assistance to community personnel and the general public. Develops and applies technical knowledge to problems encountered by communities and the public attempting to comply with the NFIP requirements and complying with the rules and regulations for flood plain development. This position is also responsible for conducting training classes for community officials and the general public regarding the NFIP and floodplain development. Work is reviewed by team leader/supervisor or the program manager.
Community Assistance Visits: The incumbent conducts statewide activities regarding visits to communities across Kansas for the purpose of assessing the local flood plain management programs and evaluating the communities' effectiveness in administering and enforcing its flood plain management regulations. Conducts on-site visits or telephone contacts as appropriate with community officials and submits written reports of each visit or contact to the supervisor. Provides follow-up visits and assistance to a community when program deficiencies or problems have been found on the initial visit. Reviews local ordinances and works with local communities and Federal Emergency Management Agency (FEMA) to resolve identified deficiencies. Work is reviewed by team leader/supervisor or the program manager.
Community Assistance Program – State Support Services Element Grant: Assists the team leader in tracking the FEMA Community Assistance Program – State Support Services Element (CAP-SSSE) grant and writing required reports. Submits the reports to the team leader for review. This position is also responsible for meeting all grant requirements on a timely basis. Participates in the negotiation of the scope of work annually and ensures that the scope of work requirements is met each year.
Document management: Assists with scanning and file management of NFIP correspondence and associated documents into the Water Resources document management system.
Other Tasks as Assigned: Perform other tasks as directed by the supervisor, floodplain mapping coordinator, water structures program manager, Chief Engineer or other division program managers.
This position has the opportunity to telework per guidelines of the Telework Policy of the Kansas Department of Agriculture KDA after one year of service. Minimum Qualifications: A bachelor's degree in environmental science with an emphasis on hydrology, geology, geography or a related natural science. Must be able to travel in-state and out of state, including overnight travel. Must be able to demonstrate progressive work experience in GIS applications, including GIS map creation and geodatabase design and management. Ability to extract, analyze, and utilize complex technical information from a variety of sources is required. Field work required as part of the position responsibilities. Field work may result in exposure to loud noises, moving parts, and various climatic conditions. Employee must have a valid Class C (or higher) Kansas driver's license or equivalent license from another state. Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position. Preferred Qualifications (Not Required): Knowledge of ArcGIS software and products in water resource and environmental applications is preferred. Good written and verbal communication skills are strongly preferred. Management and development of ArcSDE server applications are strongly preferred. Experience with GIS software and emergency response is strongly preferred.
