The Senior Director of Strategic Capture and Proposal Operations is a key leadership position tasked with orchestrating the pursuit and acquisition of substantial government contracts and leads the entire proposal management process, from initial opportunity identification through to final submission and post-submission activities. This role is central to the organization's efforts to secure significant government contracts, with a focus on opportunities valued from $3M to $70M. The Senior Director ensures a seamless integration of capture and proposal activities, aligning them with the company's strategic business development goals and maintaining strict adherence to Federal Regulations and Procurement Integrity laws.
Primary Responsibilities: Lead and oversee the entire proposal management process, ensuring a comprehensive and cohesive approach from pre-RFP activities to proposal submission and contract award.
Collaborate with the Business Development Team to synchronize capture strategies with the organization's broader business development objectives, identifying and prioritizing opportunities that align with the company's strategic direction and capabilities.
Conduct thorough assessments and qualification of potential opportunities in partnership with the Business Development Team, evaluating factors such as customer needs, budget, competitive landscape, and organizational fit.
Spearhead customer engagement initiatives to build and sustain relationships, utilizing these interactions to gain insights into customer requirements and preferences that will inform the proposal strategy.
Develop and execute detailed capture plans in coordination with the Business Development Team, establishing win themes, value propositions, and competitive differentiators, while aligning the company's offerings with customer needs.
Make strategic bid/no-bid decisions, analyzing opportunities alongside the Business Development Team to determine the pursuit's potential return on investment and strategic alignment.
Allocate resources and assemble a dedicated capture team, including subject matter experts, solution architects, pricing strategists, and other key personnel, to ensure a robust and competitive proposal.
Leverage market intelligence and competitive analysis provided by the Business Development Team to shape the capture strategy and strengthen the proposal's positioning.
Maintain open and effective communication with the Business Development Team, providing regular updates on the status of capture efforts, addressing any challenges, and tracking progress against milestones.
Direct the proposal development process, ensuring that the proposal fully reflects the capture strategy, articulates a compelling value proposition, and incorporates essential content and insights from the Business Development Team.
Oversee post-submission activities, including customer follow-up, responses to information requests, and negotiations, working closely with the Business Development Team until the contract is secured.
Preferred Qualifications: Bachelor's degree or equivalent professional experience.
At least 4 years of capture management experience in the Federal sector (DOD), with a proven track record of leading successful Proposal Operations for bids ranging from $3M to $70M.
Exceptional project management, time management, interpersonal, and communication skills.
Demonstrated leadership ability to manage and inspire both co-located and remote teams effectively.
Comprehensive understanding of federal procurement regulations and the nuances of proposal development.
Strong negotiation, writing, and verbal communication skills.
Ability to apply corporate strengths strategically to achieve contract wins.
Outstanding presentation skills, coupled with enthusiasm and a strong work ethic.
Proficiency in Microsoft Office suite, Teams, SharePoint, or equivalent proposal collaboration tools.
Willingness to work additional hours to accommodate fluctuating business needs and tight deadlines.
Pay Range Pay Range: $130,000-$150,000
