What We're Looking For: The ETF Office of Talent Management (OTM) is seeking a Director to provide exceptional leadership to our team of employees specializing in the areas of staffing and payroll services; learning and development; performance management, strategic workforce and organizational planning, and diversity, equity and inclusion (DEI). The OTM Director also functions as a member of the department's Senior Leadership Team and provides consultation and technical assistance to the agency Secretary and other leaders on complex and sensitive topics. In addition, the employee may need to report to ETF on short notice as operational needs require. Who We Are: The Department of Employee Trust Funds (ETF) manages retirement, insurance, and other benefit programs for 650,000+ state and local government employees and retirees of the Wisconsin Retirement System (WRS). Where We're Located: Our Hill Farms offices are on the west side of the award-winning city of Madison . Located just off University and Sheboygan Avenues, at 4822 Madison Yards Way, within walking distance to several parks, restaurants, and Hilldale Shopping Center . Responsibilities The OTM Director provides strategic guidance to ETF leadership regarding the programs and services affecting the ETF workforce. The Director manages a team of HR professionals who provide a full array of services across the employee life cycle. Specific responsibilities include the following: Directing ETF human resources services and programs in accordance with State of Wisconsin personnel policies and statutory requirements Managing and supervising the OTM staff Providing oversight of DEI efforts at ETF Overseeing the ETF performance, learning and development program Leading strategic workforce policy and procedure development and management Please review the OTM Director position description for more details. Depending on qualifications, skills and experience, the starting annual salary will be between $101,337 and $118,518 plus excellent benefits . For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire.
This position is in classification Human Resources Manager (pay schedule-range 81-01). A two-year Career Executive trial period is required.

Minimally Qualified applicants will have professional experience with all the following: **Managing/overseeing a team of HR Professionals responsible for at least one of the following human resources program areas: Employment relations (e.g., performance management, workplace complaints, workplace investigations, etc.) Recruitment and staffing Compensation Classification Payroll and benefits administration FMLA and leaves of absence **Providing management support and consultation to high level managers/leaders in an organization (e.g., agency head, executive leadership, division administrators, the leader of a private sector business/organization such as President or CEO, other department managers/leaders in various industries, governing boards, etc.) on human resources programs and topics. **Developing and/or implementing human resources strategies and/or policies/procedures for an entire organization. **Formal supervisory experience. This includes activities such as hiring, directing and assigning work, evaluating performance, addressing performance issues, etc. Highly Qualified candidates will also have experience with at least some of the following: Providing management support and consultation to a variety of high-level managers/leaders Managing/overseeing a team of HR professionals responsible for two or more human resources program areas listed above Managing or leading a team of HR professionals responsible for at least one of the following human resources program areas: Training and development Equity and inclusion Leading and/or implementing strategic initiatives for an organization (e.g. redesigning complex HR related programs, leading process improvement initiatives to streamline operations, facilitating organizational change, etc.) Analyzing data to drive decision making processes. Performing any of the above functions in the public sector.
