Full job description Description and Functions Open Until Filled GENERAL DESCRIPTION:
This is a senior-level management position that is responsible on a statewide basis for assisting the Administrator of the Solid and Hazardous Waste Division in the planning, coordination, and management of the regulatory compliance and environmental remediation activities for the Storage Tank Program.


Cheyenne is a steadily growing community along the Front Range but still true to the Old West's history. Directs the operational, personnel, and planning functions for the statewide Storage Tank Program. Assists the Administrator in planning and providing project management for complex environmental remediation projects, including preparation of remediation schedules, researching new remediation technologies, editing professional service contracts, planning fiscal resources, remediation project cost estimating, and presentation of results. Functions as the final authoritative source within the program for recommendations to the Administrator dealing with storage tank remediation and regulatory compliance in Wyoming. Administers the State Corrective Action Account to accomplish contract remediation work at contaminated storage tank sites and coordinates with the administration of the State Revolving Fund loans to the program for environmental remediation activities. Establishes and revises, as necessary, state rules and regulations for storage tank regulatory compliance, financial responsibility, and environmental restoration standards as well as internal and external policy, guidance, and policies for the Storage Tank Program. Confers with the Administrator, Attorney General's Office, State Procurement Office, and State Construction Department on issues related to statewide regulatory enforcement, policy, and remediation contract management. Ensures engineering professional services providers and construction/equipment contractors are selected for environmental remediation activities in accordance with state and federal procurement regulations. Provides periodic reports regarding program implementation and compliance with federal funding requirements as well as other state reports. Review of products generated by staff to ensure statewide program consistency and make decisions requiring independent judgment regarding compliance with relevant standards. Support the Administrator in the activities of the program through participation, coordination, and cooperation with external regulatory agencies and entities such as EPA and other state regulatory agencies. Participates in national and regional organizations as appropriate. Monitors federal legislation and administrative activities relative to storage tank program issues. Assists in the development of comments to the EPA and other agencies on proposed regulations. Responsible for staff hiring and training to meet workload demands and agency goals. Supervises staff and subordinate supervisors to ensure Program activities, projects, goals, and objectives are timely met while maintaining quality to meet agency goals. Reviews and evaluates the work of subordinate employees. Communicate with legislators, attorneys, engineers, geologists, and the public regarding Program issues. Makes public presentations, explaining and interpreting regulations and remediation and compliance activities. Assists the SHWD Administrator in budget preparation and managing Program costs. Represents the Program when consulting with officials in industry, at other state agencies, in the federal government, in non-governmental organizations, and with members of the public. Represents the Storage Tank Program in the absence of the SHWD Administrator. Responsible for special projects and non-routine tasks as assigned by the Administrator. Qualifications PREFERENCES:


Bachelor's Degree with a preference in engineering, geology, environmental, physical, or natural sciences or a closely related field plus 3-5 years of progressive work experience in the same with acquired knowledge at the level of a Natural Resource Program Supervisor.
Preference may be given to applicants with verifiable technical writing experience.
Preference may be given to applicants holding a Wyoming Professional Engineer or Wyoming Professional Geologist License. KNOWLEDGE : Knowledge of environmental concepts, especially in relation to underground storage tanks, above-ground storage tanks, and the Resource Conservation and Recovery Act, Subtitle I. Knowledge of and ability to read, research, interpret, and apply federal and state environmental laws, rules, regulations, policies, and procedures, as well as facility inspection and remediation processes. Knowledge of general contracting procedures for remediation project management, construction, and remediation equipment. Knowledge of industrial, energy, fuel, solid waste, and hazardous waste processes. General knowledge of site investigation and cleanup, including traditional/innovative site investigation tools and methods, human health and ecological risk assessments, traditional/innovative site remediation technologies, and traditional/innovative methods for monitoring site media (soils, groundwater, etc.) Excellent communication skills (written and verbal), ability to work with a group, knowledge of state environmental laws, knowledge of refined petroleum products and remediation techniques, and ability to work on several different projects. Strong skills in interpersonal relations in adversarial situations and ability to deal with elected officials at the local, county, state, and federal levels. Ability to receive broad instructions and develop program-specific plans to achieve objectives and policies. Ability to recognize competing demands and coordinate program activities with others to achieve goals. Ability to reason through complex management and/or engineering problems exercising independent judgment within policy limits. Strong work ethic to work unsupervised and still accomplish tasks in a manner that benefits the State of Wyoming. A background in engineering, construction basics, and/or environmental practices or cleanup methods is helpful. Ability to manage professional, engineering, and technical personnel in a team approach to meet agency goals. Ability to train and mentor professional, engineering, and technical personnel Ability to simultaneously work on multiple projects to meet deadlines and achieve agency goals. Skill in managing sensitive situations with competing interests in a political environment.
MINIMUM QUALIFICATIONS:
Education: Bachelor's Degree (typically in The Sciences)
Experience :
3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
OR Education & Experience Substitution: 6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

Necessary Special Requirements PHYSICAL WORKING CONDITIONS: Participation in the various groups as Wyoming's representative may require extensive travel at times both within the State, regionally, and nationally. Must be able to manage from a distance. Must be able to walk over uneven ground. Must be able to work through all types of inclement weather.
