This position functions as the behavioral health services coding research specialist responsible for reporting rules for specialty behavioral health services and supports. In this role, this position has sole responsibility for initiating, overseeing, contributing to, and coordinating information gathering and research to determine the assignment of federal billing codes to each of the 200+ services in the behavioral health service array. Accurate and uniform reporting of specialty behavioral health supports, and services is critical for the Behavioral and Physical Health and Aging Services Administration (BPHASA) as this information is used by the state's actuary as required by Balanced Budget Act to create PIHP-specific rates for the $3.1 billion yearly budget. As the specialist in this function and as chair of the Encounter Data Integrity Team (EDIT) this position identifies coding issues for review and resolution and contributes to and coordinates the work of numerous billing, coding, financial, and policy experts. The Encounter Data Integrity Workgroup (EDIT) PIHP and CMHSP membership has expertise in federal guidelines for reporting behavioral health services for billing and actuarial purposes. This position has sole responsibility for maintaining and updating the Administration's specialty behavioral health clarification documents that summarize federal service and supports coding standards, such as the Healthcare Common Procedure Coding System (HCPCS), the Current Procedural Terminology (CPT) code sets and the Uniform Billing Manual. These clarification documents are designed to ensure uniform, standard reporting of supports and services across Michigan's 10 behavioral Health Pre-Paid Inpatient Health Plans (PIHPs), 46 (Community Mental Health Services Providers (CMHSPs) and numerous providers of substance use disorder services.


This position also works in an independent capacity to extract, prepare, and analyze data and create reports from the Division's key data sources including the demographic (Quality Improvement, and Behavioral Health Treatment Episode Dataset) and encounter data from the department's data warehouse and the performance indicator system. Reports include Section 904 of the yearly appropriations act, data tables for the annual mental health block grant, and quarterly and yearly analyses for the mission-based performance indicator system. This position is also responsible for responding to ad hoc data requests which typically require the ability to solve complicated data analysis problems. This position responds to technical questions about the Division's data systems such as the Quality Improvement data and the performance indicator system. The individual in this position works closely with other staff to support their efforts to apply these data systems for analytic purposes.
