Job Description: The scope of this Order includes providing governance, investment management, budget management, and acquisition support for the Office of Business Informatics.
The contractor should have:
Experience in federal and/or commercial software development business processes, including workflows, requirements gathering, and product marketing. Familiarity with FDA regulations, scoring criteria, and policies surrounding specific projects as assigned, including EPLC. Assesses Client requests and makes recommendations on timing, scope, funding, and required resources. Updates the CDER Informatics Action Plan for final review and approval through governance boards. Recommends projects (based on strategic capability and projected risk selection criteria) to be added to the Informatics Action Plan and assigns resources, as necessary, to work on the project. Assigns Project Managers (PM) to investments in the Informatics Action Plan. Manages funding, acquisitions, investments, and resource planning to ensure the successful delivery of the approved CDER Informatics Action Plan. The contractor shall provide weekly and monthly progress reports and a final project closeout report. The key deliverables for this task are as follows: Program Management Plan (including schedule) Conflict of Interest Plan, to include how the contractor will manage access to the portfolio and architecture information to prevent conflicts of interest. Kickoff Meeting, materials that include staffing, understanding of work, planned approach, and milestone review and meeting minutes. Monthly Project Report, to include a summary of work completed by task area, work planned, and summary of issues and risks. Monthly Financial Report, summary of hours per person per task, estimate per month and actuals per month, summary estimated burn for entire task order, assumptions, and other relevant data as directed by the COR. Deliverable Tracker, a summary document that captures all planned deliverables with expected due dates, captures any changes to the due dates if deliverables are on track, and the location of deliverables in SharePoint. Staffing List, the contractor shall maintain a staffing list to include roles on the project, what tasks are being supported, and if the staff member has a badge, laptop, laptop number, and license information for any additional non-standard software installed. Final Project Close-Out Report, the Contractor shall submit a draft Final Project Close-Out Report within three (3) weeks of the Order expiration date, with the final Project Close-Out Report submitted by the Order expiration date. Required Education, Experience, & Skills: Bachelor's Degree in a related field. 15+ years of experience with budget and CPIC planning, and analysis is required. Proven experience in federal and/or commercial software development business processes, including workflows, requirements gathering, and product marketing. Familiarity with FDA regulations, scoring criteria, and policies surrounding specific projects as assigned, including EPLC. Certified TBM Executive.
