Responsible for the strategic vision, planning and overall direction of organizational talent acquisition needs. Develops and cultivates strong relationships with executives and business leaders across the organization. Provides thought leadership to the on-going evolution of talent acquisition to account for scale and flexibility. Oversees Talent Acquisition department and manages external staffing partner relationships. Supports workforce business goals and objectives including support of our strong brand to attract, hire, and retain strong talent as an employer of choice.
Description

Location: Columbia, SC (Onsite)
What You'll Do:
Establish and continuously evolve an effective talent sourcing and recruiting program, ensuring compliance with corporate, state and federal laws in addition to Human Resources and corporate policies/procedures. Build strong relationships with customers across the organization to support recruiting within the organization. Network with community organizations, professional associations, media, and colleges/universities to promote BCBSSC. Establish and maintain an effective working relationship with outside vendors, ensuring a successful vendor/management relationship.
Assess labor market conditions, analyze trends including internal trends, create metrics and understand business needs to develop effective proactive recruiting strategies. Provide data to leadership to guide recruiting strategies. Assist with internal and external audits and compliance inquiries to include gathering/analysis of data. Ensure accurate and timely response to all audits.
Responsible for recruiting, assessment/testing programs that support program objectives with a focus on a positive candidate experience. Ensure background check and I-9, e-verify programs are efficient and adhere to legal requirements. Ensure immigration documentation is compliant and addresses issues.
Develop and guide staff to ensure excellent customer service to employees, business units, and outside agencies. Responds to employee concerns and addresses issues. Responsible for hiring, employee performance, staff development, training, discipline, and termination of subordinates, as appropriate. Develop and maintain budget to support programs and staff development.

Required Education:
Bachelor's

Required Experience:
10 years human resources job related experience. 5 years management experience or equivalent military experience in grade E4 or above (may be concurrent).

Required Skills and Abilities:
Ability to work independently, prioritize effectively, make sound decisions. Good judgment skills. Effective customer service, organizational, presentation skills. Analytical or critical thinking skills. Ability to persuade, negotiate, or influence others. Ability to handle confidential or sensitive information with discretion. Ability to direct, motivate, and assess performance of others. Knowledge of federal and state records retention and reporting requirements.

Required Software and Tools:
Microsoft Office.
