This strategic, innovative, collaborative, and forward-thinking individual will be primarily responsible for supporting the Director in all aspects of the department's human resources, including staff recruitment, retention, hiring, onboarding, performance management and payroll. The Deputy Director of Human Resources will also support and lead other HR strategy and operations within Boston Centers for Youth & Families (BCYF).
Reporting to the Director, the Deputy Director will help drive people strategy for BCYF. Assists with managing all Department human resources functions, including recruiting, training, organizational development and related areas in accordance with laws, collective bargaining agreements and City rules and regulations. Manages Department's compliance with the attendance, residency, and other policies including medical leave, FMLA, ADA, and other human resource issues. Works closely with the Office of Labor Relations (OLR) to assist with representing the Department in collective bargaining negotiations. Assists the Director and supervisors in a variety of employment matters in confidence. Represents the Department in employment related hearings, including unemployment, workers' compensation and retirement board proceedings. Conducts workplace investigations, including the intake, interviews, investigation and reports in collaboration with department, employee relations, and labor relations staff. Investigates disciplinary matters, prepares warning letters, suspension notices, and hearing notices. Attends disciplinary hearings. Maintains up-to-date knowledge of applicable federal and state laws, regulations, guidance, and best practices pertaining to investigations, reports, and recommendations. Advises managers and supervisors regarding questions and concerns about employee issues. Updates, informs, interprets, and advises on collective bargaining agreements. Supports and works closely with employees who process the Department's payroll. Manages the completion of hiring/promotion/termination documentation, budget amendments, job descriptions and job postings; coordinates the approval process of newly created positions, oversees time and attendance tracking and documentation, including timesheets, eforms, etc.; processes salary adjustments and increases in a timely manner. Conducts new employee orientations and assists with all staff onboarding where applicable. Works within the guidelines of the department's various collective bargaining agreements and assists the City's Office of Labor Relations with research and grievance preparation. Represents BCYF at grievance hearings and dispute resolutions as requested. Maintains personnel records and official files to include: attendance and leave records, medical records, residency requirements. Prepares a variety of statistics, reports, and draft communications pertaining to human resources activities. Performs related work as required. At least four (4) years of full-time, or equivalent part-time, paid professional experience in human resources management, business or public administration or related work, one (1) year of which must have been in a supervisory capacity. A bachelor's degree in human resources management, business or public administration, or related field strongly preferred and may be substituted for two (2) years of the required experience. Supervisory experience may not be substituted. Knowledge of human resources policies and procedures such as ADA, FMLA, worker's compensation, etc. Strong written and verbal communication skills to communicate effectively with individuals, small groups and in front of large audiences at all levels of the organization. Ability to work independently under deadline and with sensitivity to confidential matters. Ability to apply laws, rules, regulations, specifications and standards in compliance with documented policies and procedures. Working knowledge of the PeopleSoft HRMS or similar Human Resource Management Systems. Knowledge of the City's personnel practices and procedures strongly preferred. Position requires a high level of accountability and an ability to make critical decisions and work to ensure the success of those decisions. Strong project management skills, organizational skills, and time management skills. Ability to exercise good judgment and focus on detail as required by the position. C.O.R.I. Check Required.
