This position serves as a Classification Specialist, performing complex, specialized duties in human resources (HR) and classification. In this role you will conduct technical reviews of job descriptions (CMS 104) which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option. In addition, you will manage an assigned caseload of technical classification requests and assignments. This position is also responsible for reviewing, researching and preparing time-sensitive reports, participating in detailed work meetings and assisting the Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS). Job Responsibilities 35% Under general direction, serves as a Classification Specialist for the Department of Innovation and Technology (DoIT), performing complex, specialized duties in human resources (HR) and classification:
Manages an assigned caseload of technical classification requests and assignments. Reviews classification requests from agency leadership, core hiring managers and client agencies, which includes, but is not limited to, complex job description establishments, clarifications, position number changes, additional identical changes, abolishments, structure changes, realignments, reorganizations, work county changes, client agency transitions, etc. Conducts technical reviews of job descriptions (CMS 104) which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option, as well as review and verification of bargaining codes. Identifies issues within the CMS104 and returns to hiring manager along with edits/comments on issues. Confers and advises managers on position allocation, reporting structure, other classification related aspects, and recommends solutions to meet functional and operational needs. Utilizes tools in research performance, which includes, but is not limited to, the Personnel Examination and Eligibility Records System (PEERS), DocuWare, SharePoint, Human Resources Information Systems (HRIS), classification specifications, personnel code, personnel rules, allocation reports, etc. Works with agency labor on client agency transitions/transformations, realignments, and reorganizations, as well as any other classification related issues that requires labor input and participation. Independently makes final determination on job description allocations. Drafts proposed organizational charts in VISIO. Submits job descriptions and charts to Chief Information Officer, Group Chief Information Officer and DoIT core management for technical review and approval. Signs final job descriptions on behalf of the Department Secretary and electronically submits to CMS Technical Services. Maintains electronic files for job descriptions as well as electronic submissions to CMS. Provides professional assistance to the Classification Manager by performing extensive research and providing specialized information relating to HR and classification issues.  Serves as a liaison, responding to calls, emails, and TEAMS messages from hiring managers and client agencies regarding HR and Classification related policies, procedures, questions, concerns, and requests.  30% Utilizes the classification tracking log to maintain assigned caseload of requests, projects, assignments:
Enters detailed status information into the classification tracking log on all assigned requests, assignments, and projects. Continually updates detailed status information as requests/assignments/projects move through the review/approval process, which includes communication details, issues, approvals, denials, submissions, etc., ensuring the most current status is on file at all times. Consistently monitors caseload in the tracking log to verify assigned requests/assignments/ projects are being responded to and addressed in a timely manner. Reviews tracking with Manager, and team staff on a regular basis to discuss status of requests, concerns, issues, etc., collaborating on re-prioritization of requests/assignments/projects as necessary or as directed.

 (Job Responsibilities continued)10% Serves as a team member and classification expert in agency hiring kick-off meetings:
Participates as a classification expert in agency hiring kick-off meetings. Provides guidance on job duties, working title, requirements, including minimum and preferred qualifications, conditions of employment and position marketing statement. Recommends suggested language while maintaining proper allocation. Answers classification related questions or concerns. Cross checks the hiring guide and interview questions with the CMS104 to verify all information has been accurately captured in the CMS104 as well as substantiated. Works with the Hiring and Transactions staff and/or hiring manager on any identified issues. Prepares final draft CMS104 and submits to team members for final review/approval. Verifies all required approvals have been secured. Signs the final CMS104 on behalf of the Department Secretary and submits to CMS Technical Services. Maintains all electronic documentation related to the kick-off. Utilizes WebEx to participate in meetings. 10% Reviews, researches and prepares time-sensitive reports:
Receives and review's the monthly exemption report and the quarterly U.S. Department of Labor, Bureau of Labor Statistics IL Non-Personnel-Code report, as received from CMS. Cross checks with the previous months report for accuracy. Prepares draft reports to include new information as well as any changes/edits/updates to current information. Submits final reports to Manager for final review, approval, and submission to CMS. Files and maintains reports electronically. Prepares and provides status reports of open and completed classification requests, assignments, and projects to manager. Creates and maintains detailed reports on client agency transitions/transformations, which includes targeted positions, incumbents, current/targeted supervisors, and location information. 5% Participates in detailed work meetings:
Participates in monthly meetings with Classification staff to review the monthly allocation lists to verify all incumbents are on correct positions, researching and correcting issues when identified. Participates in meetings and/or addresses questions or issues related to the organizational charts. Attends and participates in personnel system conversion meetings. Researches and prepares detailed reports as directed. Tests system scenarios and works with vendors and DoIT Human Capital Management staff on identified issues. Participates in meetings related to class studies, providing classification related expertise. Participates in other HR and staff meetings as directed. Represents the Classification Manager in his/her absence. Utilizes WebEx to participate in meetings. 5% Assists Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS):
Assists manager by performing preliminary reviews of assigned personal services contracts-description of services. Researches for possible duplication of work. Researches and analyzes if work to be performed is supportive of bargaining level staff. Prepares findings and submits to manager.  5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications 1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
2. Requires two (2) years of professional human resources experience.
Specialized Skills Requires two (2) years of professional experience working in a position classification field, conducting studies and drafting job descriptions, reviewing and processing new establishments, clarifications, position movements (realignments), or organizational charts. Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts as it relates to classification functions, or similar. Requires two (2) years of professional experience utilizing personnel systems and databases such as Personnel Examining and Eligibility Records (PEERS/IMSH), Human Resources Information System (HRIS), Docuware, and SuccessFactors, or similar systems. Two (2) years of professional experience managing a caseload of technical classification requests and assignments. Preferred Qualifications (In Order of Significance) Requires two (2) years of professional experience working in a position classification field, conducting studies and drafting job descriptions, reviewing and processing new establishments, clarifications, position movements (realignments), or organizational charts. Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts as it relates to classification functions, or similar. Requires two (2) years of professional experience utilizing personnel systems and databases such as Personnel Examining and Eligibility Records (PEERS/IMSH), Human Resources Information System (HRIS), Docuware, and SuccessFactors, or similar systems. Two (2) years of professional experience managing a caseload of technical classification requests and assignments. Two (2) years of professional experience conducting technical reviews of job descriptions which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, duplication of work, or review and verification of bargaining codes. One (1) year of professional experience creating and maintaining organizational charts in Visio, and position descriptions in Word. Extensive knowledge of MS Word, Excel, Teams, Outlook, WebEx, and SharePoint. Ability to analyze information to prepare reports and recommendations to management. Developed verbal and written communication skills to prepare technical information with precision and clarity. Ability to gain and maintain cooperative working relationships. Demonstrated multi-tasking skills to coordinate and complete multiple competing priorities.
