Business Analyst III Location: Washington, DC (Virtual - Remote work authorized) Contingent Upon Contract Award Responsibilities: PD Systems has a contingent requirement for a full-time Business Analyst III to provide comprehensive business analysis support services for the planning, execution, monitoring, reporting, and assessing of various Federal projects in support of the Indian Affairs Office of Facilities Management and Construction (OFPSM). The Business Analyst III's support to the project management team will also include ensuring project plans follow forecasts/trends and support evidence-based program performance. The Business Analyst III will support the project management team in responding to inquiries from stakeholders; review business processes and provide recommendations for the identified process improvement; and provide detailed project plans for the customer to implement changes so the office can better achieve goals. The successful candidate will track fund execution and commitments, obligations, unobligated balances, and expenditures for programs and provide reports as necessary; and analyze project data to better forecast and analyze trends, reporting regulations, and business conditions to support funding decisions and allocation of budgets and program requirements. The Business Analyst III will also provide process insights and recommendations to optimize project resource allocation; identify potential schedule delays and recommend corrective actions to ensure timely obligation and drawdown of project allocations; and collaborate with project managers to forecast project financial outcomes based on current performance as well as current and new project timelines to assess and implement performance measures for successful evaluation of projects. The Business Analyst III will monitor project health and flag any risks or discrepancies to relevant stakeholders; assist and develop reports for submission to stakeholders and analyze needs assessments for the organization; support internal and external audits by providing data and documentation as needed and conduct assessments to determine vulnerabilities within the organization; participate in project review meetings to discuss performance and strategies for improvement; and develop tracking and reporting mechanisms to facilitate project management and project tracking. Some travel to conduct site visits may be required.
Education and Experience: Must possess a Bachelor's Degree and 2-6 years of experience of relevant on-the-job experience. Must possess a demonstrated ability to analyze and interpret financial data to interact effectively with others in a broad range of functional and technical backgrounds, and be able to handle stress in a deadline-driven environment. Must possess the ability to use a high degree of professional judgement and ingenuity in interpreting guidelines for application in day-to-day issues and analyses. Must have the ability to perform problem solving of a precedent-setting nature. Must have proficiency in using financial systems and software applications (e.g., MS Excel, Work, PowerPoint, SharePoint) for presentation of analysis and preparation of supporting documentation.
