The Associate Superintendent of Human Resources is responsible for developing and executing the human resource strategy in support of the overall Kansas City, Kansas Public Schools values and expectations that enable our district's essential goals and board priorities to be achieved. Specific areas include, but are not limited to; talent management, succession planning, change management, organizational and performance management, professional workforce development, human relations, benefits and compensation. Provide consultation to the Superintendent's Cabinet, and deliver the leadership, direction, coaching and support to the Human Resource Department and District internal and external clients regarding all human resources-related matters necessary to support a diverse workforce.

ESSENTIAL FUNCTIONS: Forecast the talent needs of the District, maintain and continuously improve programs for recruitment and retention of all employee groups, including highly effective teachers and leaders. Design and support initiatives to attract and keep a diverse workforce to achieve student success in an urban educational organization. Oversee the training department to address talent gaps by implementing formal plans to attract, develop, deploy, and retain talent across all divisions, and evaluate the impact of each strategy. Possess and demonstrate the ability to promote a positive working climate/environment within the Human Resources Department and with all individual employees and groups. Develop and lead the Human Resources Department to assist District internal clients by identifying, evaluating, and resolving human relations and work performance concerns, developing succession plans, and initiating proactive measures and strategies in support of continuous improvement and work performance for all employee groups and positions. Oversee effective implementation of the District's alternative certification, substitute teacher, and other programs aligned to the organizations' priorities. Serve as a member of the Superintendent's Cabinet to implement system goals and strategies, and development of the capacity of employees to successfully perform the essential functions as assigned. Coordinate and implement federal, state and local employment guidelines and serve as the District's Non-Discrimination Coordinator, conducting investigations, preparing reports and documents with recommendations to the Superintendent. Work effectively with District Counsel, Superintendent, and others to ensure legally compliant policies and practices, equitable and effective performance management, discipline, grievance and dispute resolution processes and outcomes. Prepares and presents Human Resources related information to the Board, external and internal stakeholders, universities, business, and community organizations, etc., as designated by the Superintendent. Assist in the design, direct, and administer employee benefit programs; help develop, implement and communicate compensation structure(s) and administrative guidelines in accordance with compensation policy. Evaluate human relations and work-related trends, meet with supervisory staff to determine effective remediation techniques to resolve issues that adversely affect employee morale, productivity, and adherence with board policies and regulations. Ensure the alignment of job functions, job descriptions and classifications, and make recommendations to the Superintendent to ensure effective and economically sound, competitive range of compensation and benefits. Propose and manage Human Resource Department budget. Serve as the Superintendent Designee on Negotiations team. Supervise and evaluate the Human Resource Services staff. Complete other duties as assigned by the Superintendent. QUALIFICATIONS: Graduation from an accredited college or university with at least a Master's Degree in Educational Administration or related field. Doctorate preferred. 5+ years of successful building principal experience. 3+ years' experience in Human Resources/Personnel department. District license from Kansas State Department of Education must be obtained. Effective written and verbal communication and public relation skills. Mastery of critical leadership competencies and behaviors, key to which is the demonstrated ability to work as part of an executive level team. Model the organization's cultural values and attributes. Model reflective practices and continuous improvement in daily practices and behaviors. Experience in fiscal management. Familiarity with federal, state, and local laws and regulations pertaining to personnel matters, including knowledge of Constitutional and other public employment requirements. COMMUNICATION / ORGANIZATION: Maintains communication with internal and external stakeholders such as Board of Education, Educational Agencies, Federal/State/Local agencies, teachers, other school personnel, parents/guardians, businesses, and community to enhance cooperative action which will meet the educational needs of students. Compiles data for statistical purposes. Maintains confidentiality regarding district records. Ability to speak clear and concisely in written or oral communication. Includes giving instructions, assignments, or directions to subordinates or assistants as needed to carry out duties.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics of data, people, or things.

LANGUAGE SKILLS: Functions of the job include: pertinent laws, codes, policies, and/or regulations; personnel processes; curriculum adoption process; program planning and development; and learning styles and curriculum models. Ability is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant.
