ConocoPhillips is a leading oil and gas company, which is hiring Willow Village Outreach Liaisons for contract positions. The Village Outreach Liaison supports ConocoPhillips Alaska's operations, development and exploration teams, ensuring that community concerns are understood and communicated to project team, provides advice on approaches and strategies for addressing these concerns and supports implementation of company priorities as well as compliance with permit and consultation requirements.This position is primarily slope based (2 weeks on / 2 weeks off) however may require working with capital projects in the Anchorage office between winter construction seasons.Willow Overview (Include in all FTE and CWP postings/requests for Willow)Located on Alaska's North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak.The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.Scope SummaryThe Willow project is spread over several phases and areas.2023 – 2025 - Detailed Design2023 – 2024 - WOC Fabrication2025 – 2027 - WOC North Slope Installation and Commissioning2025 – 2027 - WCF / DS Sealift Module Fabrication2027 – 2029 – WCF / DS North Slope Installation and CommissioningWillow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.DescriptionThe Village Outreach Liaison supports ConocoPhillips Alaska's operations, development and exploration teams, ensuring that community concerns are understood and communicated to project team, provides advice on approaches and strategies for addressing these concerns and supports implementation of company priorities as well as compliance with permit and consultation requirements.Assignment Scope:Support Village Outreach Director in providing the ConocoPhillips Alaska operations, projects and explorations teams with timely advice on community concerns, management of issues and long term planningAssist with communications with Alaska village stakeholders on operational and pipeline safety, emergency response, and project status reportsProvide project and construction teams with community and cultural awareness trainingCoordinate local subsistence representatives, and ice road monitorsCoordinate field tours for local entities and assist with village eventsParticipate in helicopter communication program and assist Environmental Studies contractors with field activities near NuiqsutAssist with ConocoPhillips local hire and career quest programs including identifying local hire candidates and mentoring them during employmentAssist with community meetings, city council meetings, community events and advisory groupsAssist with compliance with permit stipulations to include consultation requirements, economic opportunity plans, and other stakeholder agreementsBasic Qualifications:3+ years of North Slope oil field experience1+ years of experience or training in project management processes and toolsIntermediate level knowledge of North Slope and other Alaska rural communitiesIntermediate level proficiency with MS O365 application: Excel, Outlook, PowerPoint, Word, SharePoint, and TeamsWilling and able (with or without reasonable accommodation) to work in a remote based environment working a 2-week on/2-week off schedulePreferred Qualifications:Associate's degree or higher in Business, Communication or Engineering/Science related discipline or foreign equivalent1+ years of experience working with issues affecting indigenous populations1+ years of experience working with contractors to achieve business goals1+ years of experience in stakeholder engagementAdvanced level proficiency with MS O365 application: Excel, Outlook, PowerPoint, Word, SharePoint, and TeamsAdvanced level social skills; ability to maintain positive relations with team members, external stakeholders, internal business partners, & regulatory agenciesAdvanced level communication (written, oral & presentation/PowerPoint) skillsIntermediate level understanding of Sustainable Development principlesAbility to work several short & long-term issues or projects concurrentlyTakes ownership of actions and follows through on commitments by holding others accountable and standing up for what's rightGenerates effective solutions based on available information and makes timely decisions that are safe and ethicalListens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve resultsBuilds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goalsConocoPhillips contract opportunities are for project-based or other short-term engagements that require specialized skills.
