Job Duties In the Department of Transportation Central Office, serves as assistant administrator overseeing statewide real estate activities for multiple operational areas (i.e., relocation, acquisition, title research, closings, property management, training), including the development & implementation of policy & related training & quality assurance reviews. Assesses existing & proposed federal, state & local legislation in order to determine potential impacts on government funding, right-of-way relocation, acquisitions, etc. Interprets federal & state laws & regulations, makes recommendations & implements modifications to facilitate district & local government agency compliance with policy. Serves as agency representative in public forums (e.g., focus groups involving other state agencies, local government agencies, media, federal government, legislature). Prepares correspondence & reports for Real Estate Administrator (REA) & Deputy Directors using a computer & related software (e.g., Microsoft Word & Excel). Identifies needs, allocates resources & assists in budgetary planning. Develops compliance plan in order to ensure districts are properly monitoring right-of-way relocation assistance programs, appraisal, acquisition & involving local government agencies & ODOT prequalified consultants to ensure accuracy, competency, completeness & compliance with applicable federal & state laws & ODOT policies & procedures Interviews district staff & local government agencies in order to determine needs & expectations; maintains regular contact to obtain feedback. Develops, manages & travels to deliver training & guidance. Travels in order to provide training of district staff & performance of quality assurance reviews (QARs) in district offices.
As needed, represents REA at meetings with federal government officials &/or general public in order to resolve differences &/or misunderstandings regarding interpretation of laws & policies related to relocation assistance programs & right-of-way acquisition process. Oversees & assists in performing relocation activities; assists in developing related policies. Assists in developing forms. Attends public hearings in order to explain ODOT programs, policies & procedures. Reviews plans in order to ensure adequacy & to provide responses to inquiries regarding program administration, project development & complaints from general public & LPAs. Participates in preparation of condemnation cases & acts as expert witness on behalf of ODOT.
Oversees the field training program (e.g., relocation & acquisitions disciplines & direct support of district relocation & acquisition issues). Develops, provides, & attends training (in person & online) & performs assignments involving real estate disciplines (e.g., conducts title searches in order to determine immediate ownership of record, performs all acquisition activities for temporary & permanent right-of-way parcels, performs residential and non-residential relocation functions). Attends meetings, conferences & workshops as required.
Qualifications
Completion of core program for graduate degree in business administration; 2 yrs. trg. org 2 yrs. exp. in real estate or property management.
Or completion of core program for undergraduate degree in business administration; 3 yrs. trg. or 3 yrs. exp. in real estate or property management. Or 5 yrs trg. or 5 yrs. exp. in real estate or property management. Or equivalent of Minimum Class Qualifications For Employment noted above. Ability to define problems, collect data, establish facts & draw valid conclusions; prepare contracts & other legal documents; gather, collate & classify information about data, people & things; develop good rapport with high level government officials & other supervisory personnel.

This position is overtime exempt per FLSA standards
This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.
If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
