The Pipleine Manager will support our client's development of strategic sourcing vehicles to enhance IT acquisition processes.
Duties and Responsibilities: Developing a strategic sourcing initiative plan to improve enterprise-wide acquisition processes through standardization and automation where possible Designing and developing a robust program management framework aligned with OCIO and NPO strategy. Establishing a centralized repository for opportunity analysis assessments, facilitating data collection from government stakeholders to maintain accuracy, and routinely reporting on opportunities as well as ongoing strategic sourcing initiatives. Creating standard processes and tools for assessing strategic sourcing opportunities. Performing market research, conducting cost/benefit and net present value analyses, and assessing risk to facilitate go/no-go decisions on enterprise-wide IT acquisition initiatives. Supporting the government with project management expertise throughout all phases of the acquisition lifecycle to enable the award and management of enterprise-wide IT acquisition initiatives. Provide project planning, decision support and project management services to enable efficient and effective business decision making, including change and communication management. Conduct research and analysis, and provide documentation to support. Participate in and facilitate meetings with subject matter experts to conduct requirements gathering, documentation, and analysis. Provide PMO support, portfolio management support, market research support, outreach and customer-centric project communications to meet customer needs and expectations. Provide day-to-day support to assist managers to include, but not limited to: project execution, program and portfolio planning, contractual and financial planning, market research, continuous process improvement, investment planning and return on investment analysis, and presentations. Support user-friendly, tailored, multi-level communications for varied audiences (stakeholders, customers, executives, industry, etc.). R equired and Desired Skills/Certifications: 15 years project management experience. PMP certification or equivalent is desired. Min Citizenship Status Required: Must be a US Citizen.
