Job Description and Duties Under general direction of the Withholding Services Administrator ll, the incumbent performs the more complex and specialized assignments in the System Analysis and Support (SAS) Team.
The incumbent is responsible for leading all aspects of communication related to Withhold at Source System (WASS) changes, issues, releases, and new functionality. The incumbent will attend various staff, Information Technology (IT) and departmental meetings to provide change management support. Strong verbal and written communication and analytical skills are required. Most duties are performed with minimal direction. Good judgment, independence, and initiative are necessary in performing assigned tasks. Additional positions may become available (RPA ******** ).
This position is eligible for remote-working within California based on departmental guidelines and operational need. Some in-office presence required.

Working knowledge of Personal Income Tax (PIT) and/or Business Entities (BE) tax laws, programs, and systems Working knowledge of Withhold at Source System (WASS) and WASS 2019+ Knowledge of Taxpayer Information (TI) and Business Entities Tax System (BETS) Knowledge and experience with the Enterprise Data to Revenue (EDR) project and its objectives Working knowledge of Case Management (CM) and Taxpayer Folder (TPF) or comparable systems Experience analyzing accounts Strong communication skills, including ability to speak and interact with internal and external stakeholders Excellent technical, analytical, and organizational skills Evaluate and determine the feasibility and implementation of new technologies and methods of automation Establish plans for implementation of changes and measurement of their success Evaluate and determine if the operations, policies, and procedures are effective and accomplished within the guidelines of the divisional or departmental goals Independently perform the more complex, specialized assignments which typically have division wide or departmental impact Analyze, evaluate, and re-engineer the work force process which may encompass use of new technologies Assist with the development of divisional long-range planning, strategies, and evaluation measures Review, analyze, and evaluate the division's operational processes and formulate recommendations for improvements to policies, procedures, and organizational structures Act as project leader on divisional projects/teams Prepare budget change proposals, feasibility study reports, and prepare departmental issue papers on major departmental issues such as legal rulings Experience with Enterprise Intake (EI) Process Experience with Microsoft Project or similar project planning/scheduling tools or methods Proficient in Microsoft Office systems, Access, Excel, Word, PowerPoint, Sharepoint, Visio, Outlook and Teams Good judgment and initiative are necessary in performing assigned tasks Benefits Benefit information can be found on the CalHR website and the CalPERS website.
