Description of Job About the Work Unit Created in 2019, the Office of Innovative Mobility (OIM) at CDOT focuses on increasing multimodal transportation options to help decrease congestion, emissions and improve safety on our roadways. The Office focuses in four key transportation areas: electrification, mobility services, mobility technology and transit and rail. Each key area provides policy and strategic guidance throughout CDOT and the State of Colorado to improve the safety and efficiency of our roadways by leveraging both traditional and new and emerging technologies.

About the position This temporary Grants Specialist is housed in the Mobility Services Team, but will assist with management for the entire Innovative Mobility grant portfolio, provide program support, and define and implement process improvements to improve overall grant program.

Major duties and responsibilities include, but are not limited to:

Management of Grant Portfolio
Assist with management of all of CDOT's OIM Grant portfolio including but not limited to the TDM Innovation Grants, TMO Seed Funding Grant, TMO Support Grants, Federal Congestion Mitigation Air Quality (CMAQ) Grants, ZEV Workforce Development Grants, E-Mobility Education and Awareness Grants, Roadside and Onboard Unit In-Kind Grants. Grant responsibilities include:

Update and post grant applications, grant rules, and criteria for each new grant cycle Develop and post clear grant cycle schedule

Serve as primary contact for all OIM grant programs

Coordinate responses to grantee and internal questions regarding OIM grant management

Manage grant reviewing committees

Advise all grant applicants of award status

Work with grant recipients to develop SOW and ensure all documentation is received for grant contracting

Submit shopping carts for grant generation through procurement group

Track grant reporting and update OIM website after each grant cycle with key information including recipients, progress, and expenditures
Provide invoice training to all new grant recipients
Process all grant invoices from receipt until payment
Archive and organize existing and received grant documentation and invoicing within the OIM google drive

Program Support
Mobility Services explores ways to make transportation efficient and more accessible to underserved populations by working with technology, legislation, and conducting research and analysis. Other tasks expected from this role include:
Surge support as needed supporting emerging mobility, transportation demand management, and mobility data integration
Event coordination for external participants of Mobility Services hosted events
Meeting coordination and recording with external participants to CDO

Process Improvement
Process improvement is an important part of innovation and efficiency. As lessons are learned along the process of grant management, a consolidated process improvement effort should be incorporated over time. Tasks associated with this activity would be longer term additions which include:
Process documentation creation and updates
Procedural document creation and updates

Participation in team training events around grant management

Support of the CDOT-wide grant process improvement team

Other job duties as assigned. Work Environment: Expected work schedule is between Monday through Friday. It is anticipated that this role will work approximately 24 to 40 hours per week. You will likely work a hybrid schedule with a combination of in-office and remote work. Travel may be required during work hours throughout Metro Denver/Front Range

A bachelor's degree from an accredited college or university in business, accounting, public administration or a closely related field. (A copy of your transcript must be submitted to verify this requirement.) AND One year of full-time professional work experience where the primary purpose was in any of the following areas. (A focus in transportation or transit in the areas listed below is preferred, but not required.) Grants Administration (federal or state grants preferred)

Budget and Financial Reporting Substitutions: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience.
A graduate degree in business, accounting, public administration, or a closely related field of study will substitute for the required professional experience on a year-for-year basis.
