AtkinsRéalis has the depth and breadth of expertise to respond to the most technically challenging and time-critical infrastructure projects and the urgent transition to a low-carbon economy.How will you contribute to the team?Manages, leads and coordinates subrecipient input to schedule, cost, earned value management, and reporting.Works with subrecipients to ensure compliance with OCED and PNWHA requirements and procedures.Trains and educates subrecipients personnel on OCED and PNWHA requirements, procedures, and best practices as needed.Acts as the subject matter expert for project controls activities, providing advice and guidance to PNWHA and subrecipients.Leads and coordinates monthly reporting activities from multiple sources.Manages, tracks, and coordinates the Earned Value Management System (EVMS) process.Manages, tracks, and coordinates the Baseline Change Process.Lead audit review process by stakeholders.Manages and coordinates audits of project partners as necessary.Leads development of the Work Breakdown Structure (WBS).Leads team in ensuring proper control, tracking and cost accounting for project financials and cost alignment with the approved project Work Breakdown/Project Coding structure.Manages ongoing project planning, status, forecasts and reports it to management so they are informed of progress. Conducts productivity analysis to identify adverse trends and works with management to determine necessary mitigations.Reviews or assists in reviewing total project cost updates related to schedule/cost engineering and material control and develops supporting data for proposal development and contract negotiations. Reviews and assists in reviewing requirements related to determining total scope.Coordinates and consolidates project schedules from multiple sources into the integrated project schedule.Develops estimates of various types, including Conceptual, Order of Magnitude, Parametric and Detailed Bottoms up.Develops or provides support and guidance in the development of Basis of Estimates and WBS Dictionaries.Leads and coordinates reviews of all estimates for completeness and correctness prior to being submitted to management.Controls and implements scope changes to the Performance Measurement Baseline through the Baseline Change process.Interfaces with designated management and project counterparts for specific planning and schedule tasks/cost presentations.Provides project controls support related to the integration, control and management of projects, specifically project planning and scheduling and progress management.Implements and adheres to policies, plans, processes, interfaces and reporting to organize and schedule project work, taking into account time and resource constraints.Supports the project team with all aspects of the project planning and scheduling functions, including determining durations for the time phasing of the project baseline into the project schedule, management of an integrated schedule, development and updating of progress curves, performance curves and assessment of resources.Coordinates vendor/ subcontractor requested quotes as related to specific WBSs of the estimate.Promotes a team atmosphere among workers and staff to ensure everyone is working together.Leads and directs the work of others.Reports to a manager or head of department.Performs other duties as assigned.What will you contribute?Bachelor's degree required or equivalent experience in Business or an equivalent technical degree.Minimum of 12 years of experience in the field or related experience. 15 years of experience in the field or related experience preferred.Previous experience with earned value management for large energy construction projects.Previous experience with greater than $1B total project cost estimates.Previous experience with 5+ year project schedule for large projects.Previous experience with federal government audits.Advanced knowledge of MS Excel, MS Word, MS PowerPoint.Advanced knowledge of Primavera P6, InEight Estimator, Cobra, and CostPoint or similarAdvanced knowledge of federal government estimating practices and Federal Acquisition Regulations (FAR).Advanced knowledge of earned value management and reporting.Ability to develop estimates from all sources including Orthographic Drawings, Isometric Drawings, Valve and Line Lists, Major Equipment Lists and Sketches as required.Ability to develop project schedules from all sources as required.EVMS, Primavera P6, Cobra required.Strong organizational and interpersonal skills.Strong written and verbal communication skills.Strong coordination and integration skills.American Society of Professional Estimators (ASPE) and/or Association for the Advancement of Cost Engineering (AACE) certification preferred.Are you up for this challenge?
