POSITION DESCRIPTION & OVERVIEW Title : Rental Assistance and Compliance Coordinator, Supportive Housing - (Internal)
Reports To : Contracts Manager, Housing Programs
Schedule : Mon-Fri, Daytime Flexible
Compensation : $51,000 - $55,000 DOQ
Job Classification : Exempt, Full-time, 40 Hours/week

Th Rental Assistance and Compliance Coordinator is a key position within the Contracts and Compliance Department at Agate Housing and services. This role is responsible for managing all compliance and grant management activities related to supportive housing programs for families and single adults, involving communication with funders as well as working closely with case managers.
These housing programs are all scattered-site and included 126 rental subsidies through a contract with Minnesota Housing, as well as funding to serve approximately 350 households through the Housing Support program (formerly GHR) in Hennepin County.
PRIMARY DUTIES AND EXPECTATIONS Understand the program requirements for MN Housing-Housing Trust Fund (HTF) subsidy program and the Hennepin County Housing Support program and manage all aspects of compliance and communication for these supportive housing programs including:
50% Program Compliance:
Review participant files to ensure compliance with program requirements. Ensure accurate verification of participant and unit eligibility, calculations of allowable assistance, and documentation of required county, state, and federal paperwork. Monitor certification and termination dates for participants as required by program funders. Prepare and mail out relevant paperwork and notices to participants. Coordinate with Agate Housing and Services program staff and Housing Quality Standard Inspectors to ensure housing inspections are scheduled and related paperwork are complete according to funder guidelines. Provide phone, email, or office visit support to clients without case management to assist with annual recertification paperwork. 25% Coordination with Program Staff:
Work closely with Agate Housing and Services program staff to ensure documentation for all income or housing changes that would impact a participant's supportive housing are completed. Coordinate funder audits and collect necessary documentation from Housing Programs case files and accounting records. 10% Contract Management & Funder Relations:
Maintain professional working relationships with MN Housing and Hennepin County staff to ensure documentation is up-to-date and in compliance with program requirements. Communicate with funders regarding any special requests or mid-grant cycle changes such as changes to internal policy, requests for expectations to policies, contract amendments, etc. Co-submit applications and recertifications for supportive housing funding and contracts alongside Contracts Manager. 5% Supervise Housing Quality Standard Inspectors:
Hire, train, schedule, and supervise Housing Quality Standards Inspectors, which are independent Contract positions. 5% Financial Compliance:
Manage and track monthly rental payments and secondary check requests. Coordinate with Contract Accountant to ensure monthly reconciliation and invoices are correct. 5% Data Compliance:
Utilize Homeless Management Information System (HMIS) to enter participant records. Coordinate with the HMIS Data Specialist to ensure participant information is current and in compliance with required quarterly and annual HMIS reports to HUD, MN Housing, and Hennepin County. Ensure case management files are up to date and accurate in internal Client Track system. PHYSICAL REQUIREMENTS FOR THIS POSITION Sedentary work - Sitting most of the time with occasional walking.
REQUIRED QUALIFICATIONS Have at least two years of experience working with landlords, subsidies, rental management, or in a related field. Pass a background check. Strong knowledge of Microsoft Word and Excel. Exceptional organizational skills and attention to details. Strong communication and problem-solving skills. Experience that gives applicants the required skills, abilities, and perspectives listed above are commonly gained through one or more of the following:
Personal experience with homelessness; Experience working, interning, or volunteering with people experiencing homelessness; An Associates, Bachelor's, or Master's degree in a relevant field such as Social Work (with accompanying licensure), Human Services, or Family Studies. PREFERRED QUALIFICATIONS Knowledge of or experience with HMIS. Knowledge of or experience with Housing Quality Standards Inspections.
