PURPOSE The Public Health Strategist-Senior provides public health program coordination, expertise, consultation, and technical support to strengthen policies, systems, and community environments that influence health and equity among City of Milwaukee residents. The Public Health Strategist-Senior manages a portfolio of projects related to emerging public health issues, including substance use disorder prevention (e.g., e-cigarettes, opioids, alcohol) or other public health issues as well as provides direct coaching and mentorship to the Health Strategy team members.
ESSENTIAL FUNCTIONS Team Coordination and Support Provide direct coaching and mentorship to Health Strategy team members. Collaborate on strategic priorities for the Health Strategy Division. Serve as the Health Strategy Director designee as needed. Support the department's community partnerships. Public Health Strategy and Policy Develop, implement, and evaluate strategic and operational plans related to emerging public health issues within the City of Milwaukee. Prepare and provide public presentations related to the public health role, strategy, and impact associated with emerging public health issues. Develop options for policies, programs, services, ordinances, resolutions, and legislative position related to public health issues. Examine the feasibility and implications (e.g., fiscal, social, political, legal, geographic) of policies, programs, and services. Explain the importance of evaluations for improving policies, programs, and services. Conduct health impact, community needs, and capacity assessments. Identify and champion grant opportunities within the organization; write grants, complete applications, develop grant budgets, and build new or existing projects through grants. Oversee implementation of awarded federal and state grants, contracts, and initiatives. Assist in the development of media campaigns to address public health issues. Provide analysis of public health policy, with particular emphasis on the social determinants of health and achieving greater health equity. Community Engagement and Partnership Development Develop and maintain collaborative relationships with other city departments, state and federal regulatory and funding agencies, medical providers, community-based organizations, advocacy agencies, and academic institutions to coordinate and consult on comprehensive citywide efforts. Participate in relevant workgroups, committees, and meetings with the City, County, Region, and State. Negotiate for the use of community assets and resources through Memoranda of Understanding (MOU) and other formal and informal agreements. Use facilitative group processes effectively to advance community involvement. Integrate the role of governmental and non-governmental organizations in the delivery of public health services. Use community input when developing public health policies and programs. Evaluate the effectiveness of community engagement strategies on public health policies, programs, and resources. Community Engagement Coordination Assist in implementing the department's community engagement strategy. Process and screen all community education requests that the department receives. Arrange the department's presence at community events, and ensure that the representatives have appropriate outreach materials. Engage in evaluation and quality improvement practices to ensure that community engagement activities are effective. CONDITIONS OF EMPLOYMENT The Public Health Strategist-Senior must be willing and able to do the following: Travel outside the City of Milwaukee, occasionally overnight, for training purposes or for participating in meetings representing the City. Carry a mobile device during business hours. Respond to emergency and/or broad impact events. File a Statement of Economic Interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics. The preemployment medical requirements for this position include the following: COVID-19 Vaccine Confirmation TB Test; annually throughout employment Hepatitis B Vaccine MMR Vaccine Varicella Vaccine MINIMUM REQUIREMENTS Master's degree in public health, public policy, public administration, or a related field from an accredited college or university. Three years of progressively responsible, professional experience performing health-related program coordination, coalition coordination, or community mental health, behavioral health, and/or health/human services-related programming duties. Valid driver's license and access to a properly insured vehicle at time of appointment and throughout employment; mileage reimbursement provided pursuant to Section 350-183 of the Milwaukee Code. Equivalent combinations of education and experience may also be considered.

DESIRABLE QUALIFICATIONS Certified in Public Health (CPH) credential offered by the National Board of Public Health Examiners (NBPHE). KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS Technical Knowledge of public health research, evaluation methods, and effective strategies that contribute to the development of a vision for a healthy community. Ability to operate programs within budget and contribute to the development of program budgets. Ability to provide information for development of contracts and other agreements for programs and services. Knowledge of performance management systems for the program and organization. Ability to gather information and contribute to developing options for policies, programs, and services. Ability to examine the feasibility and geographic implications of policies, programs, and services. Ability to use public health informatics to develop, implement, evaluate, and improve policies, programs, and services. Ability to use qualitative and quantitative data to determine the factors affecting the health of a community. Ability to use performance management systems for development of contracts, MOUs, and other agreements. Ability to assess consequences and trends accurately to create competitive and breakthrough strategies. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents. Knowledge of mathematics and the ability to make accurate calculations relative to statistical and quantitative data. Proficiency using computer applications, including database, project management, spreadsheet, and word processing software. Oversight Ability to provide oversight of organizational efforts to achieve and maintain the mission and vision of projects. Ability to effectively apply management principles related to the development and implementation of community projects and processes. Ability to support diverse perspectives in developing, implementing, and evaluating policies, programs, and services that affect the health of a community. Ability to provide training, mentoring, peer advising, and coaching to coworkers, interns, and fellows. Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves. Communication Ability to effectively engage and present information to top management, public groups, boards, the media, and legislative bodies in both formal and informal situations. Ability to describe the roles of governmental public health, health care, and other partners in improving the health of a community. Ability to build and maintain good working relationships with a multicultural, multidisciplinary staff, the public, various City of Milwaukee officials, and other agencies. CURRENT SALARY The current salary range (Pay Range 2LX) $88,730-$105,223 annually, and the resident incentive salary range for City of Milwaukee residents is $91,392-$108,380 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
